Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

The ordinance amends the annual fees for Restaurant Class B-1, B-2, B-3 and B-4 licenses and Package Liquor Class C-1, Craft Brew Lounge Class D-16 and Special Events licenses.  The ordinance also amends the names and number of current licensees so that they are consistent with those businesses that are in operation and have continued to be licensed.

Fiscal Impact

Potential increase in the collection of liquor license annual fees totaling approximately $10,000 to $12,000. 

 

Background

The Village’s Liquor Control Review Board (“LCRB”) conducted an extensive comparative analysis of the Village’s annual liquor license fees to those of surrounding communities, including Berwyn, Cicero, Forest Park, Evanston and Skokie’s.  A chart containing the LCRB’s analysis is attached.  The LCRB recommends that the Class C-1 and D-16 annual fees be increased based upon its analysis.  The LCRB recommends hat the Restaurant Class B-1, B-2, B-3 and B-4 fees should be based upon the seating capacity contained in applicable restaurants for an equitable fee schedule.   It is estimated that the new fee schedule will produce an increase in liquor license annual fees of approximately $10,000 to $12,000 while keeping the Village competitive with the fees of surrounding communities. 

 

The ordinance also amends Sections 3-8-1 and 3-8-2 to reflect the actual licensees in the Village who have active liquor licenses.  This avoids having available liquor licenses per the Village Code.
