Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. Overview

This Ordinance proposes to increase the fees charged for refuse, recycling and yardwaste collection and disposal.  These services are provided by Waste Management to owners of residential property containing one to five units as well as Oak Park Institutional Facilities.  These new rates reflect the charges for collection per the new contract with Waste Mangement and for disposal at the West Cook County Solid Waste Agency’s Regional Disposal Project.

Fiscal Impact

Fees collected for these services fund the Environmental Services Fund.

 

Background

The proposed fees were reviewed at a Finance committee meeting and as part of the annual budget process.

 

2018 will be the second year of a five year contract with Waste Management for refuse, recycling and yardwaste collection.  Disposal costs, Village administrative costs, Village wide leaf pickup and an alley improvement fee are included in the proposed rates in addition to the collection costs.

 

The proposed monthly rates for 2018 include the following highlights:

 

-                     The rates have been adjusted by three percent (3%) to account for a two and a half percent increase (2 ½%) for collection costs per the Waste Management contract, and to provide sufficient revenues for the anticipated 2018 expenditures.

-                     The 64 gallon cart rate has been adjusted by $1.00 per month to conform to the fee of $2.50 per month for all users for the alley improvement fee.  The 2017 rate for the 64 gallon cart only included a $1.50 per month fee.

-                     The institutional rate figures have been adjusted to include the three percent increase (3%) for collection and disposal costs per the Waste Management contract.

-                     Refuse and Yard Waste stickers have been adjusted by three percent (3%) and rounded up to the next five cents.

-                     Special Pickup Rates have been adjustsed to reflect the contract costs plus two and a half percent (2 ½ %).

-                     The disposal rate of $2.37 per cubic yard of refuse for the Insitutional rates has been removed since it is included in the collection cost.

-                     In addition, the proposed Ordinance includes instituting a New incentive program for first time Compost Program users who commit to a minimum of twelve months of Composting service will receive the first three months free, a credit of $44.56.

The Board can delay action to gain additional information.

 

Previous Board Action

Fees for refuse, recycling and yardwaste collection and diposal were last increased at the Village Board meeting on November 21, 2016.  On September 19, 2016 the Village Board approved a new five year agreement with Waste Management for collection and disposal.

Anticipated Future Actions/Commitments

The Board will next review refuse rates in late 2018 for FY 2019.

 

Intergovernmental Cooperation Opportunities

Oak Park Institutional facilities (Park District, Schools, Religiousd Insitutions and various other Village non profit agencies) are able to take advantage of these rates if they elect to.
