Agenda Item Title
Title
A Resolution Approving a Parking Lot License Agreement with Pete's Fresh Market Oak Park Corporation and Authorizing Its Execution

End
Overview
Overview
Historically, the Village has sold permits in parking lot #112 to Pete's Fresh Market. This agreement will formalize this arrangement and provide for other responsibilities such as snow plowing and maintenance of the lot.

Body
Staff Recommendation
Approve the Resolution.

Fiscal Impact
The Parking Fund budget anticipated revenues from Pete's Fresh Market for the parking spaces in Lot #112 as $17,200. This agreement will increase the revenues to $25,800 given that Pete's Fresh Market will now use the entire lot. In addition, the Village will have a savings since the responsibility of snow plowing and general maintenance will now be the responsibility of Pete's Fresh Market.

Background
Historically, the Village has sold twenty (20) 24-hour permits in Lot #112 to Pete's Fresh Market each quarter.

The proposed agreement provides for a five year term, subject to the following:

1. Pete's Fresh Market may use all thirty (30) spaces in the lot for parking. Permit parking for other users has proven to be difficult, licensing the entire space to Pete's would provide for efficiencies in parking management and staff time.

2. A 2.5% annual increase to the fee rate is included; this is comparable to historical parking permit increases.

3. Pete's Fresh Market will be responsible for snow removal and maintenance.

Alternatives
The Village Board could decide to change the term of the License Agreement or seek additional information.
