Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. Overview

Downtown Oak Park Corporation (DTOP) was organized for the purpose of promoting the development and expansion of business within Special Service Area Number One (SSA) and has authority to enter into contracts with the Village for the provisions of services necessary to DTOP’s mission and the purpose of the SSA. On May 18, 2017 the SSA voted to extend DTOP through May 18, 2022.

Fiscal Impact

The Special Service Area Number One (SSA) is a self-imposed tax on the Downtown Oak Park Commerical Areas. The Village levies the SSA Tax based on DTOP’s budget request.

 

Background

The last DTOP contract expired on December 31, 2017. The 2007 Ordinance re-establishing the SSA states that the purpose is “to provide for marketing, business promotions and related services to the Downtown Oak Park commercial areas, and shall be in addition to the services provided to the Village generally.” There is no requirement that the Village contract exclusively with DTOP. However, the Village has historically contracted with DTOP to provide the services under the SSA. The contract provides that each year, DTOP will submit a budget listing all services that DTOP intends to provide under the contract.

 

Alternatives

Not enter into the contract and direct staff to conduct further negotiations.

 

Previous Board Action

Special Service Area Number One was established by the Village pursuant to Village Ordinance No. 1973-O-87, adopted on December 17, 1973 and entitled “Ordinance Establishing Village of Oak Park Special Service Area Number One,” which was further extended pursuant to Village Ordinance No. 1987-O-97 adopted on December 7, 1987, duly filed with the Cook County Clerk’s Office as required by law, and entitled “Ordinance Establishing a Three Percent Property Tax in Special Service Area Number one of the Village of Oak Park.  December 13, 2007,the Village adopted Ordinance No. 2007-O-62, entitled “An Ordinance Reestablishing Village of Oak Park Service Area Number One with Altered Boundaries and Thereby Extending the Effective Period for a Property Tax of Three Percent of Equalized Assessed Value in Relation Thereto.” Ordinance No. 2007-O-62 authorizes the a property tax to be levied annually, until such time as it is repealed by appropriate action of the President and Board of Trustees of the Village to pay for the cost of such services provided that the special annual tax shall be limited so that the total of said tax does not exceed three (3%) of the assessed valuation as equalized of the property within Special Service Area Number One.

 

In addition, the Contract Committee of the Village Board held a meeting on March 14, 2016 to review this item.


On March 21, 2016, the Village Board voted to extend the contract to December 31, 2017.
