Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview
As part of the requested reduction in General Fund expenditures, staff recommended modifications to the Special Events reimbursement of Village expenditures and the ordinance recommends the necessary fee changes for 2018 to facilitate.

Fiscal Impact
It is anticipated that an increase to the fee amounts noted above will generate an additional $78,000 in the General Fund to reimburse administrative and out of pocket expenditures in support of special events. In 2017 more than 50 Special Event Permits were issued.

Background
On February 16, 2010, the Village of Oak Park added Chapter 30 to the Village Code to regulate Special Events. The new Chapter provided for the Village Manger to establish a special event committee to be chaired by the Village Clerk and permits for special events to be issued by the Village Clerk.

Since 2010, the volume of special event permits requested has increased as well as the staffing impact to the Oak Park Police Department to ensure public safety at such events as well as in neighborhoods impacted by such event has become increasingly complex.

On October 30, 2107 as part of the Finance Committee's budget review of the General Fund, it was requested that $2.5 million in cuts to the recommended FY18 budget be identified, excluding public safety and infrastructure. The recommendations were presented as part of the Village Board's November 13, 2017 Special Meeting to review the General Fund budget. The recommendations included revenue increases, such as this action.
