Additional crosswalk repairs on Marion Street were added to the original scope of the contract to address safety concerns including repairing the crosswalk on Marion Street at Lake Street.  The change order adjusts the previously approved contract amount of $120,000 to $148,037.

Fiscal Impact

The FY2017 budget provides $25,000 of funds for the Marion Street Crosswalk Replacement project in the Capital Improvement Fund for sidewalk improvements; account no. 3095-43780-101-570953 to cover the majority of the change order.  Staff is proposing to use saving in the Capital Improvement Fund, Public Works - Engineering, Streetscaping account no. 3095-43780-101-570959 to fund the remaining $3,037 needed for this change order.

 

Background

In 2007 and 2011 the Village constructed the two Marion Street streetscape projects.  As part of those projects decorative crosswalks were installed using natural stone pavers.  Several of the crosswalks installed with these projects have failed for a variety of reasons either due to material issues with durability of bluestone in vehicular applications or with the installation details for the granite pavers.  

 

In April of 2016 the Board awarded a contract for repairing several of these crosswalks.  Repairs consisted primarily of replacing failed stone areas with decorative concrete.  This crosswalk repair project was suspended in 2016 due to the amount of adjacent work in the area from developments and remaining unspent funds were carried forward into 2017.  Work resumed in the summer and fall of this year.  Additional locations for repairs were added to the contract for failures that occurred between the time of bidding the project in the winter of 2016 and when work resumed in the summer of 2017 and for adding repairs at the crosswalk on Marion Street at Lake Street.  These additions to scope were authorized during construction so that the work could be completed all at one time and minimize the impact to the business district.  Work was completed this fall on the repairs.

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.
