Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview

The Village contracts for security services for the public parking garages and Village Hall. On June 22, 2016 the Village received responses to its Request for Proposals (RFP) for security services. Securitas Security Services, USA, Inc. (“Securitas”) was recommended as the low compliant vendor. This is a one (1) year option renewal.

Fiscal Impact

The FY 2017 and 2018  budget provides funding for approximately $490,000 in security related expenditures in the Parking Fund with an annual allocation split between Holley Court and Avenue Parking Garages based on the number of parking stalls.  The General Fund budget provides $30,000 for Village Hall security services. This is an increase over last years $450,004 due to industry wide increases, Village living wage requirements, insurance costs and cost of vehicles /gas.

 

Background

On June 22,2016 the Village received four responses to its RFP. Based on hourly rates from the proposals, the projected annual cost for the parking garages was as follows:

 

Allied Barton - $524,418  (Supervisor $20.39/hr, Officer $18.87/hr)

Advanced Security - $527,363  (Supervisor $20.37/hr, Officer $19.00/hr)

US Security Associates - $442,300  (Supervisor $19.97/hr, Officer $15.42/hr)

Securitas - $450,004  (Supervisor $16.39/hr, Officer $16.39/hr)

 

The RFP required hourly public parking garage experience, including pay for parking structures.  Upon review of the experience for the two lowest respondents it was determined that US Securities Associates experience was low volume with references including condominium parking and shopping center parking making their proposal non-responsive.  It was determined that Securitas was the low compliant vendor providing security services to Interpark, a national parking operator for high volume public parking structures.  Securitas has also provided security services for the Village after successful proposals in both the 2008 and 2012 security RFP processes.

 

Village owned parking structures provide a majority of the public parking available in the Downtown and Hemmingway business areas through a combination of permit parking and transient parking.  The Village uses contracted security services within the public parking garages in these areas.  These security services also patrol the OPRF High School Community Parking Garage pursuant to an intergovernmental cooperation agreement.  In addition to providing safety services, security personnel provide citizens and customers with personal interaction to assist with utilizing pay station equipment or locating where they have parked their vehicle. 

 

As part of this contract the Village receives security guard services at Village Hall. This individual provides after hours security for staff, elected and appointed officials and the public when Village Hall is open after 5:00 pm.

 

Alternatives

The Village Board could elect to eliminate private security services in the parking structures or at Village Hall but would be would be unable to maintain current service levels without an increase in Village employees.

 

Previous Board Action

In 2016 the Village Board approved a contract execution with Securitas Security Services USA, Inc.

 

In 2014 the Village Board approved a Resolution authorizing a third year for the agreement with Securitas.  The contract has been month to month until the completion of this current RFP process.

 

In 2013 the Village Board approved a Resolution authorizing a second year for the agreement with Securitas.

 

In 2012 the Village Board approved a Resolution authorizing the execution of an agreement with Securitas after the 2012 RFP process.

 

In 2008 the Village Board approved a Resolution authorizing the execution of an agreement with Securitas after the 2008 RFP process.
