This is final step in the approval process to upgrade the intersection of Berkshire Street and Grove Avenue from a two-way to an all-way STOP controlled intersection. On November 20, 2017, the Village Board of Trustees approved the Motion and directed Staff to prepare the necessary ordinance.

Fiscal Impact
Staff estimates it will cost less than $1,500 to install signage and related pavement markings to upgrade from a two-way to an all-way STOP controlled intersection. There are available funds for this work in the FY 2017 Budget in the General Fund, Public Works - Street Services, account no. 1001-43740-761-550634 for this work.
Background
In May 2016, the Village received a petition to upgrade the Berkshire Street and Grove Avenue intersection from a two-way to an all-way STOP controlled intersection and the related letter of explanation. Village staff collected various traffic data and crash history information for the intersection.
On August 22, 2016, the item was reviewed by the Transportation Commission. The Commission listened to the Staff’s presentation, public testimony and then conducted deliberations. The Transportation Commission recommended to approve the petition to upgrade the intersection of Berkshire Street and Grove Avenue from a two-way to an all-way STOP controlled intersection.
On October 4, 2016, the Village Board tabled the petition and directed staff to implement temporary calming measure, collect data, and bring the item back for review of the effectiveness of the device.
In Spring 2017, temporary bump-outs were installed on Grove Avenue at Berkshire Street. Village staff collected additional traffic data and crash history information for the intersection subsequent to the installation of the temporary bump-outs.
On October 9, 2017, the Transportation Commission reviewed the item to see if the temporary bump-outs were effective in calming traffic. The study results were mixed. As a result, the Transportation Commission reaffirmed their recommendation to upgrade the Berkshire Street and Grove Avenue intersection from a two-way to an all-way STOP controlled intersection.
On November 20, 2017, the Village Board approved a motion to upgrade from two-way STOP signs to all-way STOP signs at the intersection of Berkshire Street and Grove Avenue and direct Staff to prepare the necessary ordinance.

The alternative to this recommendation could be to delay action to gain additional information.
