Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. This is a continuation of the discussion from the February 5, 2018 Regular Meeting.  Staff will present information regarding the Lake Street Improvement project including the streetscape project’s preliminary design, scope, materials, and cost estimates.  

 

Staff will incorporate Village Board comments and direction received at this meeting into the final design of the Lake Street Improvement projects.

Fiscal Impact

Remaining FY2017 funds for the design of the Lake Street Improvement projects are proposed to be carried forwarded into the FY2018 Budget at the next quarterly budget amendment. 

 

The construction of the Lake Street Improvement projects is proposed to occur in 2019.  Funds for the project will need to be appropriated in the 2019 budget.  The Village received $3 M in Federal Funds for the project in 2016 which will be used for the proposed project.  The current cost estimate for construction of the projects is $18.8M and this is based upon the scope of project approved by the Village Board in 2015. 

 

For purpose of the Board’s discussion, a spreadsheet is attached which identifies the Base Project Costs at $10.3 million.  Base Project Costs are those infrastructure improvements which staff recommends in 2019 in order to ensure that the street, pedestrian ways, drinking water, wastewater systems and solid waste services function properly.  The Lake Street corridor is a tangible assets and its infrastructure should be maintained in good repair in order to sustain community life, safeguard the environment, protect our health, support the economy, and allow people and goods to move safely and efficiently.

 

The attached spreadsheet also identifies streetscaping elements and their cost in addition to the Base Project Costs, for which Village Board direction is required as to whether or not such streetscaping elements should be designed as a part of the project.  Direction is need at this time to meet State bidding requirements for a 2019 project.  The Village Board can reject the award of a construction contract for the project in 2019 following the bidding process.

 

Background

This is a continuation of the discussion from the February 5, 2018 Regular Meeting regarding the Lake Street improvements.  Based on comments received from the Village Board at the February 5th meeting staff has included a project cost estimate which highlights the various costs for the improvements to address deteriorated infrastructure as well as cost for various streetscaping items for the projects.  Samples of paving materials and photos of street furnishing will be available at the Board meeting which represent the materials chosen by the steering committee over a multi-year planning and selection process.   

 

Staff will incorporate Village Board comments and direction received at this meeting into the final design of the Lake Street Improvement projects.  Following direction from the Board, staff will be presenting various agreements for environmental testing, design of modifications to sidewalk vaults, agreements for construction easements to construct sidewalk on private property, and change orders for the engineering design of the project at upcoming meetings.

The Village has been planning streetscape improvements along the Lake Street corridor from Harlem Avenue to Euclid Avenue since 2012.  In August of 2016 the Village approved an agreement with Thomas Engineering Group to start work on the engineering design of the Lake Street Improvement project based upon previously determined streetscape scope and material selections from Village Board meetings in November of 2015. 

 

Since August of 2016 staff and the design team of Thomas Engineering Group (TEG) and The Lakota Group have been working on the preliminary design (phase 1) of the project which included a robust traffic study intended to ensure the Lake St project creates the best design possible for addressing traffic congestion and accommodating pedestrians. 

 

The proposed project consist of three separate projects on Lake Street; a water and sewer improvement project from roughly Grove Avenue to Euclid Avenue, a street resurfacing project from Euclid Avenue to Austin Boulevard, and a streetscape and road reconstruction project from Harlem Avenue to Euclid Ave as well as on Marion Street from Lake Street to Ontario Street.  The Village received $3 million in Federal Surface Transportation Funds which will be used on the streetscaping project.

 

The scope of the proposed streetscape project utilizes decorative roadway materials at signature intersections, bluestone sidewalks in the commercial areas, decorative street and pedestrian lighting, colored concrete curb, furnishing, and specialty features.  

 

Staff will incorporate Village Board comments and direction into the final plans which are currently being designed with the intent of submitting to IDOT this summer for bidding by the State in January of 2019.  The construction of the project will span two construction seasons and is anticipated to be completed in 2020.  The current cost estimate for the project is $18.8M (water & sewer $1.3M, resurfacing $1.4M, and streetscape $16.1M).

 

Staff will present information regarding the Lake Street Improvement project which will focus on the following items:

                     Project history

                     Purpose and need

                     Preliminary engineering and landscape design work

                     Traffic study of the greater downtown Oak Park area

                     Proposed project’s scope (utility, resurfacing, & streetscape)

                     Streetscape project design, materials, and specialty features

                     Construction schedule and costs

                     Opportunities for Cost Savings

Previous Board Action

At the February 5, 2018 regular meeting the Village Board was given a presentation of the Lake Street Improvement projects. 

 

At the November 20, 2017 regular meeting the Village Board approved a Resolution Authorizing the Submission of an Illinois Transportation Enhancement Program Grant Application for the Lake Street Project.

 

At the October 16, 2017 regular meeting the Village Board approved a Professional Services Agreement with The Lakota Group, Inc., for Phase 2 Professional Landscape Architecture and Planning Services for the Lake Street Streetscape Project in an Amount not to exceed $131,370.

 

At the January 17, 2017 regular meeting the Village Board Approved an Amendment to the Professional Services Agreement with The Lakota Group, Inc., for Phase 1 Professional Landscape Architecture and Planning Services for the Lake Street Streetscape Project for an additional $24,780

 

At the January 17, 2017 regular meeting the Village Board Approved an Amendment to the Professional Services Agreement with Thomas Engineering Group, LLC., for Professional Engineering Services for the design of the Lake Street Streetscape, Resurfacing, and Utility Improvement Projects for an additional $117,560.

 

On October 4, 2016, the Village Board authorized an agreement with The Lakota Group, Inc., for Phase 1 Professional Landscape Architecture and Planning Services for the Lake Street Streetscape Project in an amount not to exceed $99,000.

 

On August 1, 2016, the Village Board authorized an agreement with Thomas Engineering Group, LLC., for Professional Engineering Services for the design of the Lake Street Streetscape, Resurfacing, and Utility Improvement Projects in an amount not to exceed $1,080,000. 

 

At the July 18, 2016 regular meeting the Village Board approved a Resolution Authorizing the Submission of a 2016 Federal Surface Transportation Program Grant Application for the Lake Street Streetscape and Resurfacing Project.

 

At the June 6, 2016 regular meeting the Village Board approved a Resolution Authorizing the Submission of a 2016 Illinois Transportation Enhancement Program (ITEP) Grant Application for the Lake Street Streetscape Project.

 

At the June 6, 2016 regular meeting the Village Board approved a Resolution Requesting the Illinois Department of Transportation Repurpose Federal Funds Earmarked for the I-290 Cap the Ike Projects, IL456 and IL478, to the proposed Lake Street Resurfacing and Streetscape Project according to the Consolidate Appropriations Act, 2016.

 

On February 8, 2016 the Village Board was given a presentation related to Construction, Parking and Mobility Services along the Lake Street Corridor from Harlem to Austin and directed staff to Request Proposals for the Preliminary and Design Engineering of the Lake Street Streetscape and Resurfacing Project.

 

On November 2, 2015 the Village Board was given a presentation on the Lake Street Streetscape Enhancement project which included a recommended project scope and material selections based on Board comments. 

 

On May 11, 2015 the Village Board was given a presentation on the Lake Street Streetscape Enhancement project.

 

On August 20, 2014 the Disability Access Commission met at their regular open public meeting to review the proposed streetscape project and provided comments.

 

On January 7, 2013 Lakota Group and staff presented the recommendations of the Streetscape Committee for the Lake Street Streetscape project to the Village Board which included four options for scope and materials.   The results of the surveys and walking tours were also presented.

 

On June 4, 2012 the Village Board the Village Board directed staff to form the Downtown District Streetscape Committee who would help in the development of various streetscape scenarios for Board consideration.

 

On March 15, 2012 the Village Board authorized an agreement with Lakota Group for design services related to the Lake Street Corridor from Harlem Ave to Euclid Ave.

 

Citizen Advisory Commission Action

The Disability Access Commission reviewed the proposed Lake Street streetscape scope and design in 2014.

 

Anticipated Future Actions/Commitments

It is anticipated future agenda items for an agreement with Tetra Tech, Inc., for an Environmental Preliminary Site Investigation and for an Amendment to the Professional Services Agreement with Thomas Engineering Group to include design of modifications to existing sidewalk vaults for the Lake Street Improvement projects will be presented along with the necessary budget amendments to transfer funds from Fund Balance to the Capital Improvement Fund to pay for this work.   

 

It is anticipated a future agenda item will be presented at an upcoming Board meeting for a change order to the engineering agreement for additional work beyond the original scope for additional public involvement, development coordination, vault inspections, and other revisions to the Thomas Engineering Group contract.

 

It is anticipated a future agenda item will be presented at an upcoming Board meeting for obtaining construction easements for performing work on private property along Lake Street to replace sidewalks on private properties which serve the public.

 

Future agreements with the State will be presented at upcoming meeting for construction of the Lake Street Improvement projects along with agreements for construction management.
