Overview

Work on the salt storage building was completed at the end of 2017.  The project was over budget due to revisions needed to obtain a Cook County building permit which required design and construction of modifications to the concrete block wall.  The work is already complete and the various change orders were authorized by staff in order to complete the construction of the salt storage building before the Village was required to accept salt deliveries.  The change orders amount to $14,691 and adjust the total contract to $51,343.

The FY 2018 budget includes funds in the Capital Improvement Fund, Building Improvement Fund, Public Works - Building Maintenance account no. 3012-43790-101-540673 which can  be used for this expense. 

 

Background

In 2014 the Village entered into an agreement with the Forest Preserve District of Cook County (District) to lease a portion of the District’s site located off of First Avenue and Roosevelt Road to construct a salt storage shelter for storing additional road salt.  Additional salt storage is needed so the Village can maintain an adequate supply of salt for maintaining roadways in the winter. 

 

The Engineering Division designed a temporary building consisting of a concrete pad with oversized concrete block walls and a prefabricated fabric structure which will maximize the usage of the available space in the lease agreement with the District.  The costs of the prefabricated fabric structure brought the project over the budgeted amount.  The concrete pad and walls were constructed last year as Project 15-14.

 

In April of 2016 the Village Board awarded a contract with A & B Construction to install the fabric structure over the concrete block wall.  During the Cook County building permit review the County required the Village to have a structural engineer evaluate the wall and ultimately make modifications to the wall in order to for it to meet their requirements.  The costs for the structural engineer’s design and the modifications to the wall cost $14,691.  The Village was also under contract to accept salt delivery from the 2017 contract.  This delivery was required to be accepted before the end of 2017.  In order to not delay the construction of the salt building staff authorized the change orders in order to have the building built in time to accept the delivery of salt so as not to incur penalties form that contract. 

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

 

Previous Board Action

On April 18, 2016 the Village Board approved a contract with A & B Construction, Ltd., forroject 16-14, Salt Storage Building, in an amount not to exceed $36,652.00.

 

On May 18, 2015 the Village Board approved the Contract with MYS, Inc., to construct the concrete pad and walls of the Salt Storage Building.

 

On July 2, 2014 the Village Board authorized an intergovernmental agreement with the Forest Preserve District of Cook County for the use of a portion of the District’s site for a salt storage shelter.
