Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

This resolution authorizes staff to submit an application for a 2018 ComEd Green Region Program Grant for Interpretive Signage at Village Hall. These signs and other related items such as bees and native landscaping would be at key locations around Village Hall explaining the landscaping that supports the importance of pollinators and butterflies.

Fiscal Impact

The FY2018 Madison Street TIF Fund includes $760,000.00 for Village Hall Parking Lot Improvements in account no. 2072-41300-101-570698.  $100,000.00 of that amount is dedicated to landscape improvements around the parking lot as well as the rest of Village Hall. 

 

A portion of the project would be eligible for a $10,000.00 grant through the ComEd Green Region Program.  The grant requires a 100% match, however as noted above the Village already has $100,000 budgeted in FY18 for landscaping of this nature at Village Hall.

 

Background

ComEd recently announced funds are available for the 2018 Green Region Program.  The ComEd program awards grants to public agencies supporting their efforts to plan for, protect, and improve open space in ComEd’s service area of northern Illinois.  Grants of up to $10,000 support open space projects that focus on planning, acquisition, and improvements to local parks, natural areas, and recreation resources.  The focus of this year’s grant cycle is on pollinator conservation. 

 

Plans are being prepared to improve the landscaping around Village Hall in association with the Parking Lot improvements approved as part of FY2018 Capital Plan.  The proposed plan for landscape improvements are intended to be native landscaping with a focus towards butterfly and pollinator friendly plants. 

 

The proposed grant application funds would be used to provide interpretive signage at key locations around Village Hall.  These signs would provide information about the landscaping and the importance of pollinators and butterflies in our urban environment.

 

Alternatives

The Board can delay action to gain additional information.

 

Previous Board Action

The 2018-2022 Capital Improvement Plan was adopted October 16, 2017.  This project was incorporated into FY2018 budget, adopted December 11, 2017.
