Overview

Overview

Competitive bids were opened on March 1, 2018, for the 2018 Alley Improvement Project 18-4.  Thirteen contractors picked up bid documents and eight bids were received.  The low responsible bid was submitted by J. Nardulli Concrete, Inc. in an amount of $2,645,832.40.  Staff is recommending approving the contract at the available budget amount of $2,780,678, which is higher than the bid amount, in order to get one, or potentially two, additional alleys replaced.

Body

Staff Recommendation

Approve the Resolution.

Fiscal Impact

The costs for this project would be funded through the FY 2018 Capital Improvement Fund, Public Works - Engineering, for Alley Improvements account no. 3095-43780-101-570964; the FY 2018 Capital Improvement Fund, Public Works - Engineering, for Local Street Construction account no. 3095-43780-101-570951 for patching of existing alleys; and through the FY 2018 CDBG fund for Development Customer Services - Neighborhood Services, Capital Improvements account no. 2083-46201-101-583657 according to the table below.

The remaining CIP alley funds will be used to pay for the design of the proposed 2019 alley improvement project which starts typically in late summer.

Awarding at the full budget amount will allow for one, or potentially two, additional alleys to be added to the construction project for replacement.

Residents have the option during the project to reimburse the Village to have their private garage-aprons reconstructed at the contract unit price and this cost will be offset as generated revenue.

Background

This project currently includes rebuilding 23 alley segments throughout the Village.  The alleys being replaced under this contract have an average condition score of 36 with a 100 being a newly constructed alley whereas the overall system average condition score is 69.  A map showing the locations of the alleys being replaced as part of this contract is attached.  The project also included $50,000 for patching pavement for alleys not scheduled for replacement in the next five years.

Bids for the alley improvement project came in lower than anticipated and staff is recommending awarding the contract at the full budgeted amount to add one, or potentially two, alley locations into the contract so that additional alleys can be replaced at this competitive cost.

The contractor, J. Nardulli Concrete, Inc., has completed alley improvements in the Village of Oak Park and has done an excellent job.

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.
