Overview

Overview

The second step in the process of establishing a Special Service Area is conducting a Public Hearing on the overall project and its intent. Village staff will do a short presentation on the SSA and provide time for comments from the public.

Body

Staff Recommendation

It is recommended to move to the next step in the process which is providing a 60 day Objection Petition period on the Ordinance establishing Special Service Area 8.

Fiscal Impact

All costs for the establishment of the Special Service Area as well as the construction will be borne by the property owners of the 1200 blocks of North East, Columbian, Linden and North Euclid Avenues.

Background

In 2015, the residents of the 1200 block of North East Avenue petitioned for a cul-de-sac on their block to address issues with traffic. The item was placed on hold during the moratorium and development of the Traffic Calming Toolbox.  In 2017, neighboring blocks of 1200 blocks of Columbian, Linden and North Euclid Avenues submitted traffic calming petitions.

On August 21, 2017, the Transportation Commission made the recommendation to install speed tables on the four petitioning blocks.  On November 6, 2017, the Village Board of Trustees approved the installation of permanent speed tables on the 1200 blocks of North East Avenue, Columbian Avenue, Linden Avenue, and North Euclid Avenue.

Design of the speed tables is complete and they are currently included as part of the 18-15 Resurfacing of Various Street project which is currently out for bid.  A construction contract for the resurfacing project is anticipated to be presented to the Village Board for consideration at the April Board meeting.  Construction of the speed tables could be started after a 60 day objection period is completed following the final adjournment of the public hearing.  Construction of the speed tables would occur this summer based upon this timeline.
