Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Engineering Division requested proposals for design and construction engineering services for this resurfacing project. The proposal from Edwin Hancock Engineering Co. best fit the needs of the Village for this project. This project consists of nine locations of streets and up to four parking lots for about 1.5 miles of total resurfacing.

Fiscal Impact

The FY2018 budget provides $2,300,000 for local street construction in the Capital Improvement Fund, account no. 3095-43780-101-570951 which will be used to fund this design and construction engineering work.

 

Background

This project is for the design and construction engineering of the local street resurfacing project at various locations throughout the Village. This is one of two resurfacing projects this year.  This project is scheduled to be designed in the spring and early summer with construction starting in late summer and being completed in the fall.  The construction work under this contract will also utilize $700,000 in CDBG funds for accessibility improvements at sidewalk ramps at intersections and for the work on the three blocks of north Humphrey shown on the attached project location map.

 

The Village received 10 proposals and interviewed two firms most qualified to perform these professional services based on their proposals.  The proposal from Edwin Hancock Engineering best fit the Village’s needs and with a competitive fee.  Edwin Hancock has completed previous projects with the Village for the design and management of alley improvements and for providing construction management of federally funded street resurfacing projects on Chicago Avenue Ridgeland Avenue and has done an excellent job.
