Overview

In 2015 the Village of Oak Park entered into an agreement with Terra Engineering to perform construction engineering services for the federally funded streetscape project on South Boulevard from Harlem to Marion Street.  An amendment to the original agreement is needed to include costs for the additional work to modify the layout for additional outdoor dining, coordinate with and revise the streetscape design to match with the South and Harlem property development, provide for construction management during the project’s suspension for utility relocations associated with the development, for increased costs for managing the streetscape project due to delays from development work, and increases in rates from 2016 to 2019.

Fiscal Impact

The FY2018 Budget includes $50,000 in funds in the Capital Improvement Fund, Public Works - Engineering, Project Engineering, account no. 3095-43780-101-570706 for South Boulevard Streetscape Engineering which provides for $39,993 of this change order.  There are available funds in the FY2018 Budget in the Capital Improvement Fund, Public Works - Engineering, Streetscaping, account no. 3095-43780-101-570959 from project savings in the 2011 Roosevelt Road streetscape project to cover the remaining $29,113 needed for this. 

 

Pending Board consensus, staff will prepare a budget amendment at the next quarterly budget amendment to transfer the funds from the CIP streetscaping account to the CIP account for project engineering.  

 

Background

In 2015 the Village awarded a contract to Terra Engineering to oversee the federally funded South Boulevard streetscape project.  Construction on the project started in 2016 which focused on completing the underground water and sewer improvements, temporary traffic signals, streetscaping on the north side of the street along the viaduct, and streetscaping in front of the existing businesses from the alley to Marion Street.  Construction on the project was then suspended to allow for the construction of the South and Harlem Development which is current ongoing.  Construction of the rest of the streetscape project will resume when the Lincoln development completes their façade work which was originally projected to be this fall but currently is estimated to occur next winter which will likely push the streetscaping work until the spring of 2019.

 

An amendment to the engineering agreement is needed to include addition funds to cover extra work which was not included in the original scope for revising the design of the sidewalk and curbs in front of the businesses between the alley and Marion Street to allow for additional outdoor dining which was authorized by the Village Board in 2016; coordinating and revising the design of the streetscape project with the design of the South and Harlem development building, overseeing construction for work done during the project’s suspension for relocating overhead utilities along Harlem for the electrical services for the Village’s street lighting system, IDOT’s traffic signals, and Union Pacific’s signals which is a Village cost per the Redevelopment Agreement with Lincoln; additional time required to manage the project once work resumes since there will be additional pay items to manage for the Village’s share of any costs increases for construction due to the work stoppage during the developer’s work, and for an increase in labor rates from 2016 to 2019. 

 

Terra Engineering is still within their original contract dollar limits and the amendment to the contract is being requested in advance of exceeding the original contract amount.  The FY2018 Budget includes funds for $39,993 of this change order.  There are available funds in the FY2018 Budget in the CIP fund for streetscaping from project savings to cover the remaining $29,113 needed for this.  Pending Board consensus, staff will prepare a budget amendment at the next quarterly budget amendment to transfer the funds from the CIP streetscaping account to the CIP account for project engineering.

Previous Board Action

On April 18, 2016 the Village Board approved a motion to proceed with the redesign of the South Boulevard sidewalk to allow for additional outdoor dining space with the South Boulevard Streetscape project.

 

On December 7, 2015 the Village Board approved a Revised Local Public Agency Agreement for Federal Participation with the State of Illinois for the construction of the South Boulevard Streetscaping project as well as a Resolution Authorizing funding for this project to reflect the actual bid costs and an increase in Federal Funding the Village received for the project.

 

On September 8, 2015 the Village Board approved a Construction Engineering Services Agreement for Federal Participation with Terra Engineering, Ltd. for construction engineering of the South Boulevard Streetscaping project in an amount not to exceed $201,051.

 

On September 8, 2015 the Village Board authorized execution of a Local Public Agency Agreement for Federal Participation with the State of Illinois for the construction of the South Boulevard Streetscaping project.

 

On September 8, 2015 the Village Board authorized local funding for the federally funded South Boulevard Streetscape Project. 

 

On February 2, 2015, the Village Board approved a contract with Terra Engineering for phase II design of the South Blvd project.

 

The Board awarded a contract for professional engineering services for the phase 1 preliminary design of the South Blvd Streetscape project to Terra Engineering on September 16, 2013 and awarded an amendment to the agreement for an additional $6.334 on May 19, 2014 due to scope increases as a result of IDOT requirements.
