Overview

The Village received competitive bids on March 29, 2018, for the Water and Sewer Main Improvements project 18-17.  Ten contractors picked up bid documents and three bids were received.  The low responsible bid was submitted by Trine Construction Corp. in an amount of $2,304,748.91.  The project includes water and sewer replacement on North Boulevard from Forest to Kenilworth Avenues including work under the viaducts at Clinton and Kenilworth Avenues as well as sewer rehabilitation and street resurfacing on South Boulevard from Marion Street to Home Avenue.

Fiscal Impact

This project was originally scheduled to be constructed in 2017 but was delayed due to the amount of adjacent development and Village work in order to lessen the impact on the surrounding community and businesses.  A separate budget amendment to carry forward the unspent funds from FY2017 into FY2018 is proposed with the first quarter budget amendment at this same meeting. 

 

The FY2017 budget included funds for this project in the Water and Sewer Fund which provided $1,153,016 in the Water and Sewer Fund, Sewer Collection, Capital Improvements, for sewer main replacement, account no. 5040-43750-781-570707 and $1,153,016 in the Water and Sewer Fund, Water Distribution, Capital Improvements for water main replacement, account no. 5040-43730-777-570707.  Funding for the project is according to the table below. 

 

 

 

 

Background

The project includes water and sewer replacement on North Blvd from Forest to Kenilworth Avenues and on Clinton Avenue under the railroad viaduct.  Upon completion of the utility work, these affected roadways as well as the Clinton and Kenilworth Ave underpass will be completely reconstructed.  Trenchless sewer rehabilitation using a liner along with some minor storm sewer repairs will be performed on South Boulevard between Marion Street and Home Avenue followed by lighting improvements, sidewalk repairs and street resurfacing.  Work is anticipated to start in mid-May and last into the fall of this year.   Staff and the Village’s consultant, V3 Companies, have already started coordination with the adjacent business districts and major stake holders.   

 

The project also includes replacing the last ten older style street and pedestrian lights on South Blvd from Marion Street to Home Avenue. The proposed fixtures would match the rest of the current fixtures throughout the Pleasant District business district and complete the street lighting work in this district.

 

This project includes a bid alternate for three different sidewalk materials used for replacing the existing deteriorated parkway brick pavers and empty tree-pits on the south side of South Blvd from Marion Street to Home Avenue.  The three alternate materials for replacing these areas are traditional concrete (Alt 2), clay brick (Alt 1), or colored concrete (Alt 3). Replacing the old brick area and tree pits with traditional concrete costs approximately $16,201.  Staff is recommending awarding the project using the bid alternate 1 for replacing the old pavers with new clay brick-pavers matching the pavers used at the east end of the block by the SOHO development.  This alternate is $12,888 more than traditional concrete ($29,089 total) and is within the budgeted amount for this project.  A third alternate involves replacing the old pavers with blue colored concrete scored to mimic bluestone which would cost $5,892 more than traditional concrete ($22,093 total) but engineering staff is not recommending this option as we do not feel it will significantly contribute to the aesthetics of the area and will be prone to cracking as the existing adjacent sidewalk jointing pattern could not be matched.

 

A one-way eastbound bike lane is being installed with this project adjacent to the north curb of North Blvd from Forest Ave to Kenilworth Ave, Although Kenilworth Avenue is the east project-limit for underground utility work, North Blvd will be restriped from Kenilworth Avenue to Oak Park Avenue so that this bike lane continues to Oak Park Avenue. No loss of parking is caused by the addition of this bike lane.  A future one-way westbound bike lane is proposed on South Boulevard from Oak Park Avenue to Home Avenue when that street is resurfaced in future years.

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information. 

 

The project includes a bid alternate for sidewalk materials on South Boulevard.  Staff’s recommendation of the brick material is the highest cost option of the three alternates.  Should the Village Board choose an alternate material other than the staff’s recommendation of alternate 1 (bricks), the Village Board can award the project using bid alternate 2 (traditional concrete) with an amount not to exceed $2,291,862 or alternate 3 (colored concrete) with an amount not to exceed $2,297,754.   

 

Previous Board Action

At the April 17, 2017 regular meeting, the Board approved an agreement with V3 Companies of Illinois for the design and construction engineering of the water and sewer main improvement project on North and South Boulevards in an amount not to exceed $193,967.
