Background
At its meeting of April 24, 2018, the Liquor Control Review Board ("LCRB") adopted a motion to to recommend the creation of a new BYO Restaurant Class B-6 liquor license classification for restaurants to allow BYO beer and wine to be consumed at their establishments. An Ordinance is on the agenda pursuant to the LCRB's motion. The LCRB also recommended that non-restaurant business licensees in the Village be allowed to apply for a BYO license and ultimately hold such a license. Staff is not in agreement with this recommendation at this time due to broadness in scope of the potential classification which would raise enforcement and administrative concerns. Staff is not aware of a neighboring community that allows for BYO consumption at non-restaurant premises.

Alternatives
Adopt the LCRB's recommendation or refer the matter back to the LCRB for further discussion.
