Overview
The Public Works Department annually power washes sidewalks in business districts throughout the Village. Some area sidewalks are regular concrete and some are made of blue stone which require special care when using high pressure water sprayers. In house staff performs minor sidewalk power washing while contractors are utilized to assist the Village with scheduled large scale projects.

Fiscal Impact
The FY 2018 General Fund Budget, Street Services, provides $40,000.00 to perform sidewalk power washing services in the General Contractuals account no. 1001-43740-761-530660. To date no funds for this work have been expended from this line item.
Background
Each year, the Village allocates funds for the power washing of business district sidewalks. The Public Works Department, Street Division, staff typically does spot power washing at problem areas such as around ice cream or fast food establishments and problem pigeon locations. For power washing sidewalks in entire business areas, the Village has utilized contractors because of their specialized equipment, competitive cost and considering the time and effort it would take away from other tasks the Street Division performs such as filling pot holes, brick work, etc. Typically this work is scheduled overnight.
Staff sent out requests for bids for Sidewalk Power Washing on April 25, 2018. The work was divided between three areas of work:
• Scope A - Bluestone and Decorative Blue Concrete Sidewalks (Chicago Ave.).
• Scope B - Bluestone Sidewalks at the northeast corner of Lake and Forest (the Village has maintenance agreements with the development there which would share a portion of the work costs). Staff is obtaining a price for this work separately in the event staff is able to work out a more cost effective arrangement with the property owners.
• Scope C - Typical Concrete Sidewalk with Brick Pavers.
Contractors had the opportunity to bid on one, two or all three areas. To qualify for Scope A and Scope B, a contractor would have to provide documentation that proved that they were experienced with cleaning surfaces treated with PROSOCO SLX 100 sealer. This provision is to retain the Village’s PROSOCO sealer warranty. Four contractors received the bid package and three submitted bids. The Request for Bids was also posted on the Village web site and advertised in the Wednesday Journal.
Until this year, the scope of work included only two areas of work. Due to the increasing volume of bluestone and decorative concrete (from new developments and streetscapes), Scope A has increased in size and an extra area (Scope B) has been added.
Last year Scope C was awarded to CleanSlate Chicago, LLC. This year, CleanSlate also provided the lowest price for Area C. However due to numerous problems with them last year (incomplete work, not working when scheduled, continually needing to borrow a fitting and hose from Public Works, lack of updates, doing some work during the day), staff recommends approving the next lowest bidder, American Commercial Services Inc. for this year’s work. American Commercial Services, Inc. has provided sidewalk power washing for the Village in the past with excellent results.
The amount budgeted to American Commercial Services, Inc. ($36,000.00) will be enough to do three rounds of cleaning in Scope A and two rounds in Scope C. Scope B can be done twice by a different contractor, Pressure Washing Systems Environmental, Inc. ($4,000.00) who provided the lowest price for that particular area.

The Board can delay action to gain additional information.
Previous Board Action
This is the first time The Village Board has had the opportunity to approve a Sidewalk Power Washing Independent Contractor Agreement. Previously, this work was completed under the Village Managers spending authority. Due to the increased amount of decorative sidewalk, this contract has been increased.

Anticipated Future Actions/Commitments
It is anticipated that the Public Works Department will be bringing a Resolution authorizing sidewalk power washing annually.
