Overview

Competitive bids were opened on May 17, 2018, for the Micro-surfacing, Pavement Patching and Crack-Filling project.  The Village combines this project with River Forest to provide cost savings with economies of scale through joint purchasing.  The Village received one bid for the project from A.C. Pavement Striping Co. with the Village of Oak Park’s portion in an amount of $480,430.  Staff is recommending approving the contract at the available budget amount of $450,000 and reducing the scope of the project to fit within budget.

Background

The Village has used microsurfacing as part of the pavement maintenance program for many years. Microsurfacing is a surface treatment that extends the service life of pavements from 5 to 7 years.  Approximately 4.2 miles of streets are planned to be micropaved under this contract. Additionally, crack filling will be done on a number of streets, including some stretches along streets that have been resurfaced between 3 and 5 years ago.

This project also includes patching of local streets throughout the Village to address areas of deterioration and improve the rideability of streets.  A number of locations for patching are on streets where micro-surfacing is also planned to repair distressed areas prior to applying the microsurfacing.

The Village of Oak Park has been combining this project with the the Village of River Forest for the past 6 years in order to increase the amount of work under this contract and get more competitive pricing for both communities.  The Village of River Forest awards and manages their portion of the contract separately.

The contractor, A.C. Pavement Striping Co., has completed previous microsurfacing projects in the Village of Oak Park and has done an excellent job.
