This is the final step in the process of establishing a Special Service Area for the installation of speed tables on the 1200 blocks of North East, Columbian, Linden, and Euclid Avenues.

Fiscal Impact

The installation of the speed tables would be funded through the FY2018 Capital Improvement Fund, Public Works - Engineering, Local Street Construction account no. 3095-43780-101-570951. 

 

All costs for the establishment of the Special Service Area as well as the construction will be paid back to the Village over a ten year period by the property owners of the 1200 blocks of North East, Columbian, Linden and North Euclid Avenues through the Special Service Area.

 

Background

In 2015, the residents of the 1200 block of North East Avenue petitioned for a cul-de-sac on their block to address issues with traffic. The item was placed on hold during the moratorium and development of the Traffic Calming Toolbox.  In 2017, neighboring blocks of 1200 blocks of Columbian, Linden and North Euclid Avenues submitted traffic calming petitions.

 

On August 21, 2017, the Transportation Commission made the recommendation to install speed tables on the four petitioning blocks.  On November 6, 2017, the Village Board of Trustees approved the installation of permanent speed tables on the 1200 blocks of North East Avenue, Columbian Avenue, Linden Avenue, and North Euclid Avenue.

 

In January of 2018 the Village Board adopted an ordinance proposing the SSA and a public hearing was held at the March 19th Board meeting.  The 60 day objection period expired on May 18, 2018 and no objects to the establishment of SSA8 were received by the Village.   

 

The Engineering Division included the speed tables as part of Project No. 18-15, Resurfacing of Various Streets which was awarded by the Village Board on April 16, 2018.  The estimated cost to construct the speed tables is $19,305.  Pending adoption of the Ordinance Establishing the SSA, construction of the speed tables will occur this summer with this project.

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

 

Previous Board Action

On November 6, 2017 the Village Board approved the recommendation of the Transportation Commission to construct permanent speed tables on the 1200 blocks of North East, Columbian, Linden and North Euclid Avenue.

 

At the January 16, 2018 Village Board meeting, the Ordinance proposing the establishment of the SSA was adopted.

 

On March 19, 2018 the Public Hearing for the establishment of the Special Service Area Number 8 was held and adjurned.
