Overview
Public Works staff requested bids for the removal and replacement of the deteriorated Underground Storage Tank (UST) access ports which are located on top of the Public Works Center underground Fuel tanks, as well as remove and replace the obsolete leak detector monitoring system and sensors. The bid from Stenstrom was the lowest qualified bid.

Fiscal Impact
The FY2018 Capital Building Improvements Budget provides for a total of $60,000.00 in two projects: 1) UST Access Port Repairs ($40,000.00) 2) UST Monitoring System ($20,000.00), in account #3012-43790-101-540673. To date, no funds have been spent on these two projects.

The agreement with Stenstrom will include their base bid amount of $42,685.00. The not to exceed amount of $44,819.00 includes a 5% contingency in the event of unforeseen work required. The contingency will not be used unless there is a need for a change order. The 5% is in accordance with the purchase policy regarding change orders.

Background
This project involves the removal and replacement of the manholes and access ports to the UST located at the Public Works Center. This work will consist of saw cutting the concrete pad above the fuel tanks, removing and replacing the manholes. The access ports have become deteriorated.
