Background
Pursuant to the Village Code the Board of Trustees establishes parking regulations, which are primarily captured in Chapter 15. In addition, it is necessary on a bi-annual basis that the Board approves a comprehensive street map of the Village which identifies all existing Daytime Parking Restrictions, inclusive of changes recommended to date by the Transportation Commission and authorized by the Board of Trustees.
Attached is the current “Village of Oak Park Daytime Parking Restrictions” map. The map shows the following onstreet daytime parking restrictions:
• Time Restrictions (e.g. No Parking Monday - Friday 8 am - 10 am not inclusive of weekly street cleaning restrictions within the On-Street Overnight Permit Parking areas).
• Time Limits (e.g. maximum parking of 2 hours Monday - Friday 9 am - 5 pm)
• Resident Daytime Permit Parking
• Non-Resident Daytime Permit Parking (e.g. Student Permits as established in 15-3-18 of the Village Code.)
• No Parking Anytime
The Daytime Parking Restrictions map does not include parking restrictions that are traffic safety related (e.g. “No Parking Here to Corner” locations, crosswalks, driveways). Further, the Daytime Parking Restrictions Map does not include on-street parking meter locations, all loading zones or designated disabled parking locations.
There are two changes to the proposed “Village of Oak Park Daytime Parking Restrictions” map;
1. At the April 30, 2018 Transportation Commission meeting, the Commission recommended that the Village install 2 Hour 9am-5pm parking on Monday - Friday on the 500 Block of North Humphrey Avenue to assist residents with parking needs. The proposed map contains this recommended change.
2. As part of the traffic signal installation at the Washington Boulevard and Wisconsin Avenue intersection, the Illinois Department of Transportation required the installation of left turn bays on Washington Boulevard. The Washington Boulevard roadway is not wide enough to accommodate two through lanes, left turn bays, and curbside parking spaces. As a consequence, the curbside parking spaces along Washington Boulevard between the alleys east and west of Wisconsin Avenue had to be eliminated.
