Background

The Village Board, at their Jaunary 1, 2018 regular meeting, adopted a new Chapter 8,  Article 38 (“Massage Establishments and Massage Services”) of the Oak Park Village Code.  At the Village Boards June 18, 2018 meeting, representatives from the American Massage Therapy Association (AMTA) presented a list of suggested adjustments to the Village’s regulatory ordinance.  Mayor Abu-Taleb instructed staff to review the AMTA’s suggested adjustments to Article 38 and to bring back an amended Ordinance, including whatever changes staff felt were appropriate, in an effort to clarify and simplify the Village code.

A brief summary of the most significant recommended ordinance amendments includes the following clarifications and simplifications: 1.) Fingerprinting of licensee applicants will no longer be required unless the owner of the business establishment is not a State of Illinois licensed massage therapist; 2.) Licensee applicants will be required to provide the Village with a list of services, and corresponding prices, as a part of their application and/or renewal but will no longer be required to post on site; 3.) Licensee’s will no longer be required to keep a written record, for Village inspection, of clients and services provided to said client; 4.) Licensee’s will no longer be limited in terms of their hours of operation; 5.) Licensee’s will no longer have to provide customers with written notifications regarding solicitation; and 6.) Licensee’s will no longer be required to post information regarding human trafficking.

Alternatives
