This is a companion application with ORD 18-386: An Office Use Planned Development. As part of the hearing process, the Applicant (Berwyn Properties, LLC) submitted a request to vacate a portion of Scoville Avenue between Roosevelt Road and the public alley adjacently north for the purposes of allowing a more expansive parking lot associated with their proposed office building development.

Fiscal Impact
The applicant and staff each commissioned an apprasial of the that portion of Scoville Avenue right of way reqested for vacation. Mr. Michael Grimes provided an appraisal for the Village. His estimated came in at $400,000. Mr. Grimes used comparables from Oak Park, Forest Park and Berwyn. Mr. Eric Sladcik provided an appraisal for the Applicant. His estimate came in at $190,000. Mr. Sladcik used comparables from Berwyn, Cicero and Chicago. Historically, the Village Board has averaged the two appraisials, which in this case is $295,000. However, the Village Board has the option of chosing either of the appraisals.

Background
