Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. Overview

This is the Village’s annual street resurfacing agreement as planned for in the Village’s Capital Improvement Program. The Village received four competitive bids for this project. The project includes resurfacing and reconstruction of 11 blocks of local streets throughout the Village and resurfacing 4 off-street parking lots.  The low responsible bid was submitted by Brothers Asphalt Paving, in an amount of $1,521,048.

Fiscal Impact

The costs for the project would be funded through the Capital Improvement Fund for Local Street Construction account no. 3095-43780-101-570951 which provides $2,300,000.00 for street resurfacing on local streets, the CDBG account no. 2083-46201-101-583651 which provides $425,000.00 in funds for ADA corner upgrades, and parking account no. 5060-43770-787-570705 which will be used for parking lot resurfacing"

Background

This project includes 4 resurfacing blocks and 7 reconstruction blocks for a total of 11 blocks on 7 different streets throughout the Village along with resurfacing 4 Village owned off-street parking lots. The work also includes upgrading corners to be in compliance with ADA requirements using CDBG funds. 

 

This project also includes the resurfacing of four Village parking lots located at Randolph and Austin (Lot#31), the two parking lots on the north side of South Boulevard east and west of Ridgeland Avenue (Lots#34 & SB3), and on Cuyler north of Madison (Lot#107).    

 

This contract is the second and final local street resurfacing contract for 2018.  Work is scheduled to start in early August and be completed by the end of October.  The Village has previously worked with Brothers asphalt on similar projects and they have performed good work in the past.  

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

 

Previous Board Action

At the March 19, 2018 Regular Meeting the Village Board approved an agreement with Edwin Hancock Engineering Co., for Professional Engineering Services for Design and Construction Engineering for the 18-2 Resurfacing of Various Streets and Parking Lots Project in an amount not to exceed $186,500.
