Overview
On February 20, 2018, the Village Board approved a Resolution creating the Efficiencies Task Force. As the Task Force is concluding its series of public discussions to review collaboration and efficiencies the recommendation for an advisory referendum is coming forward in order to meet the statutory deadlines for Village Board consideration in conjunction with the Village Board calendar for July and August.

Staff Recommendation
Review the attached recommendation of the Task Force and subject to consensus of the Village Board, provide direction to staff to prepare the necessary actions for Village Board consideration to place the advisory referendum on the November 6, 2018 general election ballot or seek additional information.
Also attached are responses from the Township, Park District, Village and Library regarding their perspectives on coordination.
Fiscal Impact
The Village is precluded from expending Village Funds to advocate a position on a ballot question.
Background
The Task Force adopted a motion recommending the Village Board adopt an ordinance to place the following advisory referendum on the November 6, 2018 election ballot. The motion was approved by a 5-2 vote and a report is attached with the suggested wording for an advisory referendum.
The Task Force alone cannot take action to place an advisory referendum on the ballot. Therefore the Village Board is being asked to consider this action. The Village Board must act XX days prior to the election.
