Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Background

The Public Safety Employees Benefits Act (“PSEBA”), 820 ILCS 320/1 et seq., is a state law which allows firefighters and police officers who are catastrophically injured and unable to return to work to apply for health insurance benefits for themselves and their dependents while they are off work.  The firefighter or police officer must be injured while in response to fresh pursuit, was responding to what is reasonably believed to be an emergency, was injured due to an unlawful act perpetrated by another, or during the investigation of a criminal act to be eligible for benefits.  Section 2-4-18 of the Village Code, which was adopted on September 15, 2003, currently addresses hearings under the PSEBA to determine the eligibility of applicants for PSEBA benefits. 

 

Recently, the Illinois Municipal League developed a detailed model ordinance that sets forth administrative procedures for assessing and determining claims under the PSEBA beyond what is provided in the state law.  Several municipalities in Illinois have adopted the model ordinance and it is now being presented in the form attached for the Board’s consideration.
