Fiscal Impact
The project would be funded through account no. 5060-43770-101-530667 (External Support) which has a FY2018 budget of $60,418, of which $12,039 has been used. This contract would use up to $15,000 of the remaining $48,379.
Background
Also on this agenda is a contract with Passport Labs for the Unified Parking Technology which is a white-label app which users can use to fulfill all parking needs they have in the Village. A white-label app is an unbranded version of an app, to which the developer customizes the name and brand to match the Village’s, delivering a consistent user experience. This agenda item is for the assistance of a knowledgeable parking consultant, familiar with Oak Park, to assist staff on an hourly basis during the configuration and implementation of the Unified Parking Technology.
Staff received three (3) proposals;
Total Parking Solutions - $78 an hour; Not to exceed $15,000.
Dixon Resources Unlimited - $95 - $195 an hour, Not to exceed $49,995.
ESI Parking and Access Control - $100 an hour.
Staff recommends proceeding with Total Parking Solutions, a local technology provider, to assist with the consultation. Using a local parking company with experience in technology and local municipal and private-parking best practices will provide efficiencies and assistance to the Passport Labs implementation.
Total Parking Solutions is an existing contractor working for the Village on a different project, the Pay-by-Plate metering project and coordinating the technology with Passport Lab’s existing application, PassportParking, in the Village. Using this technology provider will assist staff with bridging the gap between Oak Park’s complex parking rules and the simplification required for a streamlined parking technology.
Alternatives
The alternative to this recommendation could be to delay action and go through the village RFP process or to not use a technology contractor. These alternatives would delay in the rollout of the Unified Parking Technology.
Previous Board Action
At the July 16, 2018 Village Board Special Study Session, staff presented an agenda item identifying Passport Parking as the preferred vendor for the Unified Parking Technology.
