Overview

Pursuant to the successor Intergovernmental Agreement (IGA) between the Village of Oak Park and Oak Park Elementary School District No. 97, the Village has negotiated a successor crossing guard services agreement with Andy Frain Services to provide school crossing guard services for the public elementary and middle-school students in the Village.

Fiscal Impact

The FY18 adopted budget provides funding for the contract with Andy Frain and pursuant to the successor IGA with the Village being reimbursed its out-of-pocket costs related to the contract with Andy Frain which is anticipated not to exceed $240,000 per year.  The scope of service has increased since the initial IGA with the addition of a crossing location to be staffed and changes in Cook County minimum wage which impact cost of services.

 

Background

School Crossing Guard services for elementary and middle school students were outsourced by the Village beginning with the 2010-2011 school year.  Prior to that time, the Village employed an average of 30 employees to perform the service on behalf of District 97.  The outsourcing reduced the cost of crossing guard services by $141,500 for the first school year.   Concurrently, the Village entered into an agreement with D97 which provides for the Village to undertake the supervision and deployment of the crossing guards and undertake and manage the contractual relationship.  The costs of the contract for services with Andy Frain is reimbursed to the Village by School District 97. 

 

Upon the initial outsourcing, only one firm was responsive to the competitive Request for Proposals for services.  The Village has continued to engage Andy Frain for these services.

The Village Board could defer action and seek additional information.

The School District 97 Board of Education is scheduled to consider the successor IGA at their October 9, 2018 Board of Education meeting.

 

Intergovernmental Cooperation Opportunities

The initial IGA and recommended successor IGA were a collaborative solution to the Village’s financial crisis in 2010 which did not allow for the Village to fund expenses related to crossing guard services in the Village for local private and public schools without financial reimbursement for the majority of expenses.
