Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. Overview

The Village received competitive bids on August 30, 2018, for the Water and Sewer Main Improvements project 18-1.  Twelve contractors picked up bid documents and four bids were received.  The low responsible bid was submitted by Cerniglia Co. in an amount of $2,277,688.47. This project consists of replacing water and sewer mains on Clarence Avenue north of Roosevelt Road and installing a new relief sewer on Berkshire Street from Grove to Linden Avenues.  Construction work would occur in the fall of 2018 and spring of 2019.

Fiscal Impact

The project will be constructed in two years and funds have been budgeted for the work based on when the work is anticipated to occur.

 

The FY2018 work will cost approximately $1,099,316.  They FY2018 Budget includes funds for the proposed work occurring in 2018 in the Water and Sewer Fund, Public Works - Sewer, Sewer Collection, Capital Improvements, for flood mitigation improvements, account no. 5040-43750-781-570707 which has $906,818 available for this work and the Water and Sewer Fund, Public Works - Water, Water Distribution, Capital Improvements, for water main replacement, account no. 5040-43730-777-570707 which has $907,460 available to fund the remaining $192,498 needed for the work in 2018.

 

The proposed FY2019 Budget includes funds for the 2019 portion of this project.  The FY2019 Water and Sewer Fund, Public Works - Sewer, Sewer Collection, Capital Improvements, for sewer main improvements, account no. 5040-43750-781-570707 is proposed to include $589,187 of funds for this work along with $589,186 in the Water and Sewer Fund, Public Works - Water, Water Distribution, Capital Improvements, for water main replacement, account no. 5040-43730-777-570707. 

 

Background

The project includes replacing the water and sewer mains on Clarence Avenue from Roosevelt Road to Harvard Street and the installation of a relief sewer on Berkshire Street from Grove to Linden Avenues. 

 

The work on Berkshire is schedule for construction in the fall of 2018 and includes the installation of a new 30-inch relief sewer to improve capacity in the immediate area as well as reconstructing the entire street pavement and curbs. 

 

The work on Clarence Avenue includes replacing the water and sewer mains due to their failing condition along with reconstructing the pavement.  Work on Clarence is scheduled to occur in the spring of 2019. 

 

The Village has previously worked with Cerniglia Co. and they have done an excellent job in the past.     

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information. 

 

Previous Board Action

At the May 21, 2018 regular meeting, the Board approved an agreement with Engineering Resource Associates, Inc. for the design and construction engineering of the 18-1 water and sewer main improvements project in an amount not to exceed $186,364.
