Overview
The Engineering Division requested a proposal from Christopher Burke Engineering to perform a traffic study of Washington and Jackson Boulevards and the side streets along Madison Street and to develop any recommended improvements for traffic calming, safety, and traffic flow. The Engineering Division did not request multiple proposals for this study since Christopher Burke has previous conducted traffic studies along Madison Street; designed the proposed road diet project; and have the best knowledge of the corridor and potential impacts from the road diet project and can best complete this work. Staff will be in attendance to present more information on the recommendation to waive the proposal process.

There are available funds for this work in the FY2018 Budget in the Capital Improvement Fund, Public Works - Engineering, Project Engineering, account no. 3095-43780-101-570706 for the Madison Street Traffic Study.
Background
The Engineering Division requested a proposal from Christopher Burke Engineering to provide a traffic study of Jackson Boulevard, Washington Boulevard, and the side streets that are adjacent to Madison Street to develop recommendations for traffic calming. The proposed road diet of Madison Street will most likely create some increased traffic congestion on Madison. The study is meant to evaluate opportunities for traffic calming on Jackson Boulevard so that these may be implemented with the road diet project. The study will look at the residential side streets that connect with Madison Street to evaluate if there would be an increase in traffic from drivers diverting off of Madison due to congestion and if there are any recommending calming or restrictions that may be implemented to mitigate these impacts. The study will also evaluate Washington Boulevard to determine if there are any recommended improvements that could improve the flow of traffic on Washington and also to calm traffic and improve safety for pedestrians and bicyclists. Washing is a State highway so any recommendations would need to be reviewed and approved by IDOT before the Village may implement them.
The Engineering Division did not go through the Village’s formal request for proposal process since Christopher Burke Engineering, along with its sub-consultant KLOA, previously completed traffic studies and the design of the Madison Street and best understands the traffic in the area and the potential impacts to traffic from the proposed road diet project and are the most qualified to perform these professional services.
Alternatives
The alternative to this recommendation could be to delay action to gain additional information.
Previous Board Action
On April 18, 2016, the Village Board approved an Amendment to the Professional Services Agreement with Christopher B. Burke Engineering, Ltd. for the design engineering for the Madison Street Streetscape and Road Diet Project for an additional $360,858.
On September 8, 2015, the Village Board approved agreements with Chistopher B. Burke Engineering, Ltd. for Design Engineering, with Altamanu, Inc. for Landscape Architectural Services, and with V3 Companies of Illinois Ltd. for Surveying Services for the Madison Street Streetscape project.
On June 29, 2015, staff gave a presentation on the recommended enhancement project and phase implementation plan.
On April 13, 2015, staff gave a presentation to the Village Board on the Madison Street enhancement project along with an overview of the TIF District, zoning, and economic development.
In July 2013, staff presented three street enhancement alternatives for Village Board consideration at a Study Session.
On April 4, 2012, another presentation was made to provide the Village Board with additional requested information and to solicit further direction.
On November 28, 2011, the consultants, staff, and steering committee presented their findings and recommendations for the streetscape project and road diet to the Village Board.
In early December 2010 staff recommended, and the Board supported, a Committee that consisted of the Madison Street Coalition members as well as various staff for a total of seventeen (17) members.
On November 22, 2010, the Village Board approved a Resolution authorizing the execution of a contract with Altamanu, Inc. to prepare streetscape design scenarios for Madison Street streetscape project.
