Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview

The Village’s current Internet Service Providers (ISP) are through Comcast for general internet browsing and application services and Call One for email and e-commerce, with current data speeds at 60 Megabit per second (Mbps) and 1.5 Mbps respectively. As the Village continues to expand its online services, the current services have exceeded industry standards of 70% utilization with at times nearly full bandwidth utilization.  A request for proposals was sent to ISP for increase service of 1 Gigabit per second or 1000 Mbps.

Fiscal Impact

The Information Technology department budgets annually for Telecommunication Charges (account #1001.41040.101.540690) with $203,000 budgeted for 2018 and anticipated this project expense.  There is a current balance of $90,480 and this project was anticipated and requested in 2018 and 2019 budget.  The agreement amount is $16,500 annually for the 3 years.

 

Background

Gigabit internet service is becoming commonly available to the home consumer.  And the village has seen a growth of internet usage from village staff and citizen.  As the village continues to provide more online services for citizens, use cloud services, field activities, email communication and general volume of data, there has been increased efficiency and internet traffic use for day-to-day operations.  Increased internet services will help to meet the continued growth of activities and ensure efficient village services.

 

The village’s current internet services are consider low speed services as provided by Comcast for web browsing and Call One for email.  A Request for Proposals (RFP) was sent out on June 11, 2018, soliciting proposals from ISP for high speed business class service.  Six proposals were received with the lowest proposal submitted by Granite Telecommunications, LLC., for a three-year agreement not to exceed $16,500 annually.

 

The new service will allow elimination of some of the low speed services and increase internet speeds to over ten times the current speed and minimize complete utilization of services for the immediate future.

 

Alternatives

The Village could elect to not approve this agreement and continue service with our current providers.  And staff and citizen may wait for the information patiently or seek less desirable work around depending on activity.

 

Previous Board Action

On May 7, 2018, the Board approved the rewnal of our service agreement with Call One.

 

Citizen Advisory Commission Action

The Civic Information Systems Commission (CISC) discussed Gigabit internet service and expense in the September 13, 2018 meeting and support the upgrade of service.

The Village Board will approve a new contract in three years.
