Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. Overview

The Village received competitive bids on September 13, 2018, for the Village Hall Parking Lot Improvement project.  Nine contractors picked up bid documents and one bid was received.  The low responsible bid was submitted by Alliance Contractors, Inc. in an amount of $1,216,605.40. This project consists of various improvements to the village hall parking lot.

Fiscal Impact

The costs for the project would be funded through the Madison St TIF fund account no. 2072-41300-101-570698. The charging station bid-alternate will be funded through the Parking Fund, Parking Services, Lots_Off Street Parking, Capital Improvements account no. 5060-43770-787-570707 which provides $25,000 in 2018 and $50,000 in 2019.

 

Background

This project is anticipated for construction to start in spring 2019 and consists of various improvements to the village hall parking lot including: resurfacing, replacement of lighting, repairs to the basement-garage, perimeter landscaping, and beautification of the plaza-area. A bid alternate was included for installation of vehicle charging-stations.

 

The resurfacing portion of the work includes removal and replacement of the pavement, curb removal and replacement, and striping. While the parking lot is being removed structural repairs will be performed on the south portion of the basement-garage; the north portions of the basement-garage repairs were performed in 2016. The lighting in the parking lot is original and will be replaced in accordance with current lighting standards. The repair of the south portion of the basement-garage will disturb a large portion of the current plaza area which is proposed to be beautified with installation of hexagon unit pavers throughout, decorative planters, new trees, and the addition of street-furniture to make the space more inviting and a place for residents and staff to meet; an attachment has been included which details the landscaping improvements in detail as well as samples being available at the meeting. The perimeter of the parking-lot while being disturbed by this work will be replaced with new planting materials.

 

The project includes a bid alternate for the installation of charging-stations in the parking lot. It is proposed to include three dual-stations (6 docks) in the south portion of the parking lot for future fleet electric-vehicles and two dual-stations (4 docks) in the center island of the parking lot for customer electric-vehicles. The conduits and basic infrastructure for future charging needs is included in the base-bid while the bid-alternate is for the installation of the charging-stations with this project. The bid alternate was in the amount of $72,761.40 which is within the $75,000 budget that the parking division has allocated. Staff recommends to accept the bid-alternate and have the charging-stations installed with this project.

 

The Village has previously worked with Alliance Contractors, Inc. and they have done an excellent job in the past.

The alternative to this recommendation could be to delay action to gain additional information.
