Overview

The Engineering Division opened bids on September 20, 2018 for the Watermain Valves Replacement project. The project includes replacing five water valves and installing two devices to flush and sample water on the supply pipes going into our reservoirs.  Seven contractors picked up proposal documents and four bids were received. The lowest responsible bid was submitted by Archon Construction Co., Inc., in an amount of $120,249.55.

Fiscal Impact

The FY2018 Budget includes funds for this work in the Water and Sewer Fund.  There is $276,691 available in the Water and Sewer Fund, Public Works - Water Supply, Capital Improvements account no. 5040-43730-776-570707 to fund the $22,179 cost of the water flushing devices with this project.  The FY2018 Budget includes $100,000 in the Water and Sewer Fund, Public Works - Water, Water Distribution, Capital Improvements account no. 5040-43730-777-570707 for water valve replacement to fund the $98,071 in costs for water valve replacement with this project.

 

Background

In 2012 and 2013 the Water & Sewer Division of the Public Works Department contracted with M.E. Simpson Co., Inc. to exercise the approximately 1200 water vales in the drinking water distribution system.  The valve exercising program identified a number of valves that were broken.  Replacing the broken valves is a necessary improvement in order to maintain adequate fire flows and to ensure that water mains can be shut off in emergency situations or for scheduled maintenance. Valves proposed on this project are larger than those replaced by village forces, requiring larger equipment, or at locations requiring more coordination for traffic control and impacts. These watermain valve replacement projects include replacing five valves and restoring pavements on major streets such as Harlem, North Avenue, and Austin Boulevard, as well as work adjacent to the south and north pump-stations to better facilitate flushing and sampling of the incoming water from the City of Chicago.
