Overview
The Engineering Division requested proposals for traffic data collection to update the Village-wide traffic study conducted in 1998. The traffic data collection work consists of collecting traffic data at over 400 locations throughout the Village and is intended on being completed this fall, weather permitting. The proposal from Gewalt Hamilton Associates best fits the needs of the Village for this work. The proposal from Gewalt Hamilton Associates was in an amount of $84,250 which is over the budgeted amount of $75,000 for this work. The scope of work will be reduced to fit the budgeted amount.

Background
The Engineering Division requested proposals for collecting traffic data at locations throughout the Village in order to update the Village-wide traffic study from 1998. The traffic data will be collected at approximately 400 locations primarily on residential streets, at approximately 10 signalized intersections, and up to 8 licensed plate recognition studies to identify through traffic or other traffic patterns. Traffic data is collected typically with sensors attached to the pavement and cameras at intersections and is scheduled to be completed in October of this year, weather permitting.
In general, the work only includes traffic data collection and providing reports of the data. The work does not include detailed analysis or engineering work related to traffic. The traffic data collection work will not duplicate other traffic data and engineering studies being conducted with the traffic calming study for Jackson and Washington associated with the proposed Madison Street road diet project approved by the Village Board on September 19, 2018.
The Village received four proposals for the traffic data collection. The proposal from Gewalt Hamilton Associates (GWA) best fit the needs of the Village since GWA has the available staff and equipment to complete the study in a shorter time period than the other firms that submitted proposals (2 weeks verses 3-4 weeks) and utilized low profile data collection equipment that can be securely mounted to the pavement instead of road tubes which are not compatible with fall leaf collection operations and street sweeping work. GWA has completed similar studies in other municipalities and the City of Chicago. A summary of the proposals is included with the agenda materials.
Engineering staff will combine the traffic data collected with accident data to determine locations of higher accident rates which can then be further evaluated for safety improvements or additional restrictions. The traffic data will also help identify driving patterns through and within the Village which can be used to make revisions to restrictions to redirect traffic to streets intended to carry more traffic safely. The Village will post the results of the traffic data collection and accident analysis on the Village’s webpage so businesses and residents and view the information in a convenient map format.

The alternative to this recommendation could be to delay action to gain additional information.
