Oak Park Housing Authority, in conjunction with Housing Forward, seeks to rehabilitate the two  buildings located at 324-326 N. Austin Blvd., Oak Park, Illinois to provide temporary housing to homeless indivduals and families using returned Community Development Block Grant (CDBG) funds in the amount of $100,000.

Fiscal Impact

The returned CDBG funds are from previously approved projects that did not utilize all of the allocated funding. The Board could choose to use the returned funds for CDBG eligible infrastructure improvements.

 

Background

Each year the Village receives an allocation of CDBG funds from the U.S. Department of Housing and Urban Develoment (HUD). These funds are allocated to specific projects outlined in the Annual Action Plan, which is approved by the Village Board. Periodically, projects do not expend their full amount allocated and the recaptured money is returned to the Village as returned funds. Currently there is $418, 921 available to the Village. In the past these funds were mainly used to provide funding for CDBG eligible infrastructure projects.

 

In May of 2018, the Oak Park Housing Authority approached the Village with a request to use CDBG funds to improve the 324-326 N. Austin Blvd. Oak Park, Illinois, in partnership with Housing Forward, to rehabilate the units, making them livable and available for homeless person and families. Village staff inspected the facilities and found them to be in need of extensive rehabilitation.  Oak Park Housing Authority prepared a scope of work, a summary of CDBG eligible and non-CDBG elgibile costs, and drawings, all of which were provided to staff for consideration. The funding requested for the CDGB eligible costs for this project was $258,067. Staff determined that there are other CDBG projects that could utilize these funds and recommends an amount of $100,000. In exchange for the CDBG funds, the Oak Park Housing Authority would need to agree to keep the housing affordable to persons eligible under the CDBG program for a five year period.

 

 

 

Alternatives

The Board could choose not to provide funding or could choose to provide another funding level up to the full amount requested of $258, 067. 

 

Previous Board Action

On September 4, 2018, the Board approved funding to Housing Forward to provide emergency rental assistance to low-income persons that would be temporarily housed at 324-26 N. Austin Blvd., Oak Park, Illinois.

Anticipated Future Actions/Commitments

If the motion is approved, staff will prepare a resolution and an agreement in the amount recommended to present to the Village Board at a later meeting in 2018.
