Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

On a bi-annual basis staff presents the Village’s Daytime Parking Restrictions Map to the Village Board for codification to the Village Board. This map identifies all existing on-street daytime parking restrictions, inclusive of changes recommended to date by the Transportation Commission and authorized by the Board of Trustees.

 

At the July 16, 2018 Village Board Meeting, staff presented recommendations for a scaled-back Parking Pilot Program.  At that meeting, the Village Board requested staff to bring forth an ordinance establishing the Parking Pilot Program.  In the Parking Pilot Area, defined as the area bound by Harlem Ave, South Blvd, Oak Park Ave, and Harrison St and the Central Business Districts of Pleasant, Hemingway, and Downtown Oak Park contained therein, this ordinance establishes the boundaries within which on-street daytime time limits and restrictions are updated to three (3) hour parking 8AM - 8PM Monday - Friday.  This is one of five ordinances that together establish the recommendations of the scaled-back Parking Pilot Program set to begin Q1 2019.

Fiscal Impact

In FY2018 $200,000 is included in the capital budget for the replacement of signs in the parking pilot area.  A contract to furnish and install the replacement regulation signage is expected to be awarded at a future board meeting.

 

Background

Pursuant to the Village Code the Board of Trustees establishes parking regulations, which are primarily captured in Chapter 15. In addition, it is necessary on a bi-annual basis that the Board approves a comprehensive street map of the Village which identifies all existing Daytime Parking Restrictions, inclusive of changes recommended to date by the Transportation Commission and authorized by the Board of Trustees.

 

Attached is the current “Village of Oak Park Daytime Parking Restrictions” map. The map shows the following onstreet daytime parking restrictions:

 

• Time Restrictions (e.g. No Parking Monday - Friday 8 am - 10 am not inclusive of weekly street cleaning restrictions within the On-Street Overnight Permit Parking areas).

 

• Time Limits (e.g. maximum parking of 2 hours Monday - Friday 9 am - 5 pm)

 

• Resident Daytime Permit Parking

 

• Non-Resident Daytime Permit Parking (e.g. Student Permits as established in 15-3-18 of the Village Code.)

 

• No Parking Anytime

 

The Daytime Parking Restrictions map does not include parking restrictions that are traffic safety related (e.g. “No Parking Here to Corner” locations, crosswalks, driveways). Further, the Daytime Parking Restrictions Map does not include on-street parking meter locations, all loading zones or designated disabled parking locations.

Previous Board Action

On July 16, 2018 The Village Board gave direction for staff to proceed with standardizing the on-street parking restrictions to three (3) hour parking 8AM - 8PM Monday - Friday, as part of the Parking Pilot Program in the area bounded by Harlem Ave, South Blvd, Oak Park Ave, and Harrison Street.   The Village Board also gave direction for staff to proceed with allowing vehicles to override the three (3) hour parking limit when parked on the block to which the vehicle is registered with a valid Village of Oak Park annual vehicle license.

Anticipated Future Actions/Commitments

November 2018:  Independent contractors agreement on Village Board agenda to furnish and install updated regulation signage in the parking pilot area.

 

Staff recommends an initial 6 month pilot and to report back to the Village Board with changes. Once the program has been categorized as successful, to evaluate other areas that the pilot program rules could apply to.

 

January 2019: Begin Parking Pilot Program

 

July 2019: Review changes to Pilot Program

 

December 2019: End Pilot Program and decide to keep or revert the ordinance

 

March 2020: Propose rules for other areas
