Overview

In order to complete the repair work to the Oak Park Avenue Bridge, additional full depth sidewalk patching over the CTA tracks and replacement of deteriorated existing wood protective shielding under the west sidewalk were added to the original scope.  The change order adjusts the previously approved contract amount of $286,766 to $351,556.

Fiscal Impact

Staff is proposing to use savings from the 2019 Street Resurfacing projects which are substantially compete to fund this change order.   The two 2019 local street resurfacing projects are nearing completion and will be completed approximately $70,000 under budget. 

 

The street resurfacing projects and the bridge rehabilitation project are being funded through the FY2018 Capital Improvement Fund, Public Works-Engineering, Local Street Construction account no. 3095-43780-101-570951 and a budget amendment will not be required to move funds in the same account. 

 

Background

In September the Village approved a construction contract with Norvilla for repairs to the Oak Park Avenue Bridge over I290 and the installation of wood shielding under the Home Avenue Bridge.  Work is underway on this project and due to unanticipated conditions for rotting existing wood shielding and the condition of the sidewalks over the CTA tracks, change orders are required in order for this project.

 

The existing protective wood shielding under the west sidewalk on the Oak Park Avenue Bridge over I290 has rotten and will need to be replaced in order for these sidewalk to be patched.  The wood shielding protects drivers on I-290 from falling debris during.  This change order includes $34,090 to remove and replace the deteriorated existing wood shielding.

 

The original design of the project only included partial depth repairs to the sidewalks on the Oak Park Avenue Bridge over the CTA tracks based.  Upon final inspection of the bridge this fall areas of full depth sidewalk replacement were identified which requires additional work and additional railroad flagging.  This change order includes $30,700 for the work for the full depth patching and CTA flagging associated with these repairs.  

 

These additions to scope were authorized during construction since the work is required and so that the work could proceed and be completed this season.

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

 

Previous Board Action

On September 4, 2018, the Village Board approved a contract with Norvilla, LLC. for Project 18-14, Bridge Rehabilitation Improvements, in an Amount not to Exceed $286,766.

 

At the April 16, 2018 regular meeting the Village Board approved an agreement with BLA, Inc. for design and construction engineering for the 18-14 Bridge Deck Repair Project at Home, Oak Park, and East Avenues, in an amount not to exceed $63,976.
