Overview
The Village and Park District have negotiated a lease of the Village owned property commonly known as Barrie Center. The Village retains certain rights per the Lease due to the location of its water reservoir beneath the surface on the property. The Lease allows the Park District to operate the property as a park.

Fiscal Impact
The Intergovernmental Agreement provides for the lease of the property for $1 to the Park District for the term of the Lease through December 31, 2107.
Background
Since the establishment of the Park District in 1912 and the Village's Recreation Department in 1926, both the Village and Park District shared responsibilities for providing park and recreation and programs. Each acquired land and established parks. In the late 1970's and early 1980's, the Village's formally dissolved their Recreation Department and shifted all responsibilities to the Park District.
In an agreement in 2005 between the Village and Park District, the Village agreed to formally transfer remaining parkland property owned by the Village to the Park District. The Village also committed to lease the surface and air space at Barrie Center to the Park District for 99 years and the Village would maintain of the land due to the Village's water reservoir located at the property beneath the surface. The Ordinance authorizes the Village Manager to execute the Lease Agreement on behalf of the Village.
