Overview
The bridge Rehabilitation Improvement project has construction occurring over The Baltimore & Ohio Terminal Railroad Company (B&OCT) property at the Home Avenue Bridge and the Oak Park Avenue Bridge. A Construction Agreement is required in order to allow for the work to occur over their property and active rail lines and includes costs for railroad flagging and review of the project.

Fiscal Impact
There are available funds for this work in the FY2018 Budget in the Capital Improvement Fund, Public Works - Engineering, Project Engineering, account no. 3095-43780-101-570706.
Background
In September the Village approved a construction contract with Norvilla for repairs to the Oak Park Avenue Bridge over I290 and the installation of wood shielding under the Home Avenue Bridge. Work is underway on this project and the Village has been coordinating the project with the B&OCT railroad since this summer in order to secure permits for work over and on their property. The Construction Agreement allows for the Village's contractor to access B&OCT's property to do the bridge repair work from underneath as well as for the costs of railroad flaggers and B&OCT's plan review of the project.
Alternatives
The alternative to this recommendation could be to delay action to gain additional information.
Previous Board Action
At the October 29, 2018 special meeting the Village Board approved an Amendment to an Agreement with Norvilla, LLC. for Project 18-14, Bridge Rehabilitation Improvements, in an Amount not to Exceed $64,790.
