Body
Staff Recommendation
Approve the Resolution.
Fiscal Impact
The FY2018 Capital Building Improvements Budget provides for a total of $60,000.00 for the above projects. The proposed change order is within the budgeted amount.
The Village Board previously approved an agreement with Stenstrom Petroleum Services, Inc. for replacement of the underground storage tank access ports and leak detector monitoring system in an amount not to exceed $44,819.00, which included the base bid of $42,685.00 plus a five percent (5%) contingency).
Background
In June 2018, the Village approved a Contract with Stenstrom Petroleum Services, Inc. for the replacement of the underground storage tank access ports and the leak detector monitoring system for the fuel storage tanks located at the Public Works Center. Work was underway on this project and due to unanticipated conditions of buried deteriorated electrical conduit and junction boxes for the underground sensors, a change order was required in order for this project to be completed.
The existing conduit has rotten away leaving the wiring exposed. This condition allowed the system to continue to function; hiding the fact the protective conduit was compromised. This change order is for $4,672.00 to remove and replace the deteriorated conduit, junction boxes and associated wiring.
The original design of the project did not include conduit and junction box replacement as the system was functional. It was impossible to inspect condition of conduit as it is buried under concrete driveway.
This additional scope of work was authorized through the Departments Emergency Work Authorization procedure during construction since the work was required and so that the work could proceed and be completed allowing the Village fuel island to be placed back into service in a timely manner.
