Overview
The Village received three competitive bids on November 9th for the Madison Street Improvement Project 19-12. The low responsible bid was submitted by K-Five Construction Corp. in an amount of $5,502,996 which includes all three bid alternatives. This project consists of the resurfacing of Madison Street from Harlem to Austin including implementing a road diet to remove a traffic lane in each direction. The project includes various bid alternates for sewer rehabilitation work, resurfacing in the middle section from Oak Park to East Ave, and removing center medians. Construction work will start in March of 2019 and last till November 2019. Staff is recommending awarding the construction contract at $6,250,000 to include costs due to an error in quantities and to provide a roughly 10% contingency to allow for adding in pedestrian refuge islands.

Fiscal Impact
The recommended FY2019 budget includes $6,160,000 ($5,600,000 for construction and $560,000 for construction management) for the construction and construction management of the Madison Street Improvement project in the Madison Street TIF Fund account no. 2072-41300-101-570707.
Pending Board concurrence, staff will revise the proposed FY2019 Budget and Capital Improvement Plan to include the $6,250,000 cost for construction of the Madison Street Improvement project and $459,007 for construction management of the project in the Madison Street TIF Fund account no. 2072-41300-101-570707.
