Overview

The Village received three competitive bids on November 9th for the Madison Street Improvement Project 19-12.  The low responsible bid was submitted by K-Five Construction Corp. in an amount of $5,502,996 which includes all three bid alternatives.  This project consists of the resurfacing of Madison Street from Harlem to Austin including implementing a road diet to remove a traffic lane in each direction.  The project includes various bid alternates for sewer rehabilitation work, resurfacing in the middle section from Oak Park to East Ave, and removing center medians.  Construction work will start in March of 2019 and last till November 2019.  Staff is recommending awarding the construction contract at $6,250,000 to include costs due to an error in quantities and to provide a roughly 10% contingency to allow for adding in pedestrian refuge islands.

Fiscal Impact

The recommended FY2019 budget includes $6,160,000 ($5,600,000 for construction and $560,000 for construction management) for the construction and construction management of the Madison Street Improvement project in the Madison Street TIF Fund account no. 2072-41300-101-570707. 

 

Pending Board concurrence, staff will revise the proposed FY2019 Budget and Capital Improvement Plan to include the $6,250,000 cost for construction of the Madison Street Improvement project and $459,007 for construction management of the project in the Madison Street TIF Fund account no. 2072-41300-101-570707.  

 

Background

The Village received competitive bids on November 9, 2018, for the Madison Street Improvement Project 19-12.  Ten contractors picked up bid documents and three bids were received.  The low responsible bid was submitted by K-Five Construction Corp. in an amount of $5,502,996 which includes all three bid alternatives. 

 

This project consists of the resurfacing of Madison Street from Harlem to roughly Oak Park Ave and East Ave to Austin, replacing corner sidewalk ramps, implementing a road diet, sewer rehabilitation with a bid alternate, median island removal with a bid alternate, resurfacing from roughly Oak Park Ave to East Ave with a bid alternate, and removal of the center medians and installation of a cycle track from Oak Park Ave to Austin Blvd.  Construction work will start in March of 2019 and last till November 2019.  The majority of construction in the section of Madison between Home Avenue and Ridgeland Avenue is scheduled to be completed when school is out of session in order to minimize disruption to schools.  If final asphalt surfacing needs to be completed in this section after school is back in session, the Village will work with the contractor to take any necessary precautions to ensure the safety of school children and minimize disruption to drop offs and pick ups. 

 

The Engineering Division included a bid-alternate for removing the center median islands from Oak Park Avenue to Austin Boulevard.  Staff has reviewed the positives and negatives for removing the islands and recommends removing the center median islands with the construction project.  A rendering showing the proposed project with medians and without medians near the Ridgeland intersection is included as an attachment for reference.  The scope of the project did not initially include removal of the median islands for the following reasons:

 

                     Based on previous Board direction due to costs,

                     Maintaining the current aesthetic of Madison Street,

                     Reducing speeds due to the physical narrowing of the roadway, and

                     Proposed modifications to select medians allowed for protected refuge islands for pedestrians crossing Madison

 

Removal of the center median islands is being recommended for the following reasons:

 

                     The bid cost to remove the medians is only $166,679,

                     The existing trees and landscaping in the islands are in a general state of decline and would need to be replaced in future years,

                     Removing the center median islands allows for better lines of sight for vehicles attempting to make left turns onto Madison,

                     Removing the islands allows for the installation of a cycle track which puts the bike lane adjacent to the curb and protected from traffic by the parking lane, and

                     Removing the center median islands allows for improved traffic flow by allowing for more room to store left turning vehicles which minimizes blocking of the through traffic lane

 

Staff is recommending awarding the construction contract at $6,250,000 which is a higher amount than the bid cost of $5,502,996 to include costs to cover an error in the quantity of Bituminous Tack Coat which once corrected adjusts the construction contract to $5,691,510 and to include an approximately 10% contingency to pay for the installation of pedestrian refuge islands and to address any design omissions or errors which are not know at this time.    

 

Alternatives

This project includes three bid alternatives. 

 

Bid Alternate A includes sewer rehabilitation using a trenchless lining process for approximately 4,500 feet of sewer main on Madison.  The cost for Bid Alternate A = $818,896.32.

 

Bid Alternate B includes street resurfacing from roughly Oak Park Avenue to East Avenue including ADA corner ramps.  Bid Alternate B was included as an alternate so that the Village Board could omit a portion of the project should the Board decide to do streetscaping and pavement resurfacing in this section in conjunction with a redevelopment project.  The cost for Bid Alternate B = $403,633.23. 

 

There are two versions of the base scope of work for the project that were bid by contractors, the Base Bid and Base Bid Alternate C.  In general the difference between the Base Bid and Base Bid Alternate C is the removal of the center medians from Oak Park Avenue to Austin Boulevard.

 

The Base Bid for the project includes the street resurfacing from Harlem to Oak Park and East Avenue to Austin Blvd, corner ADA ramps, and installation of the road diet while leaving the center medians in place.  The cost for the Base Bid with the corrected quantities = $4,302,301.

 

A Base Bid Alternate C includes the street resurfacing from Harlem to Oak Park and East Avenue to Austin Blvd, corner ADA ramps, removal of the center medians from Oak Park Avenue to Austin Boulevard, and the installation of a road diet featuring a cycle track from Oak Park Ave to Austin.  The cost for the Base Bid Alternate C with the corrected quantities = $4,468,980.

 

Staff is recommending awarding a contract using Base Bid Alternate C and Bid Alternates A & B.       

 

Previous Board Action

In October 2010, the Village Board adopted a Resolution supporting the “Complete Streets” concept which recommends that a Village-wide policy be crafted. The Consultant has incorporated this concept into their streetscape recommendation for Madison Street.  The complete streets concept is to provide equal opportunity to all modes of transportation which includes bicycling, vehicular, pedestrian, public transportation in order to reduce traffic congestion while improving air quality and in general quality of life.   

 

On November 22, 2010, the Village Board approved a Resolution Authorizing the Execution of a Contract with Altamanu, Inc. to Prepare Streetscape Design Scenarios for Madison Street for Phase 1. 

 

In December 2010, the Consultant began work on this project.   In early December 2010 staff recommended, and the Board supported, a Committee that consisted of the Madison Street Coalition members as well as various staff for a total of seventeen (17) members.  On the most part, this Committee met each month, sometimes twice a month throughout the process until such a time the Consultants had a final product.

 

In April 2011, the Consultants presented to the Madison Street Business Association.  Their reaction was positive.

 

In May and June 2011, the Committee along with the Consultant held two public input meetings at Julian Middle School. Approximately 2,500 postcards were mailed to property and business owners along the corridor. Public reaction was mixed.  Some concerns were; the project would create more traffic in adjacent neighborhoods, there is a need for a wider roadway for quick trips from one end of Madison Street to the other, and there is a need for more parking for businesses.  Those in favor suggest the new street would improve safety for children as many cross Madison Street, safer street for bicyclists, more green space, reduced speeds, etc.

                     

On November 28, 2011, the consultants, staff, and steering committee presented their findings and recommendations for street modifications. The modifications include the “complete streets” concept adopted by the Village Board, a road diet where five lanes (including a landscaped median strip and turn lanes) are reduced to three lanes (including a center turn lane) with bike lanes, as well as streetscape amenities. The streetscape amenities include new pedestrian street lighting, furniture, sidewalks and crosswalk enhancements.   The Village Board had several questions for staff and the consultants from this meeting.  The responses were provided in early December 2011.

 

On January 3, 2012 the Village Board adopted a Complete Streets Policy for Village Capital Improvement Projects and Public Improvement Design. 

 

On April 4, 2012, another presentation was made to provide the Village Board with additional requested information and to solicit further direction.  Staff recommended that the Village Board support the Committee’s recommendation and proceed with further discussion on streetscape development, whether full development or partial development of the corridor. 

 

On July 29, 2013, Staff presented three street enhancement alternatives for Village Board consideration at a Study Session.

 

On April 13, 2015, staff gave a presentation to the Village Board on the Madison Street enhancement project along with an overview of the TIF District, zoning, and economic development. 

 

On June 29, 2015, staff gave a presentation to the Village Board on the Madison Street enhancement project and phased implementation plan.

 

On September 8, 2015, the Village Board approved agreements with Christopher B. Burke Engineering, Ltd. for Design Engineering, with Altamanu, Inc. for Landscape Architectural Services, and with V3 Companies of Illinois Ltd. for Surveying Services for the Madison Street Streetscape project.   

 

On April 18, 2016, the Village Board approved an Amendment to the Professional Services Agreement with Christopher B. Burke Engineering, Ltd. for the design engineering for the Madison Street Streetscape and road diet project for an additional $360,858

 

On June 13, 2016 staff presented a review of the Madison Street Streetscape Corridor Design to the Village Board.

 

On October 29, 2018 staff presented the Madison Street Improvement Project including the road diet to the Village Board for discussion.
