Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

This is an annual agreement adopted by the Village to provide funding for this agency to cover the shortfall of funding from the U.S. Department of Housing and Urban Development (HUD) to administer the Housing Choice Voucher Program.

Fiscal Impact
The 2019 budget allocation request assumes general revenue funds totaling $35,000 account #1001.46206.230.585652. The contract presented is consistent with other partner agency contracts. As in previous years, program requirements dictate whether the Village provides funding based upon actual expenditures incurred for the particular program. The Housing Authority will submit reimbursement requests detailing the expenditures prior to the disbursement of any funds.

Background
The 2019 Funding Grant Agreement is in substantially the same form as the 2018 agreement. Historically the Village funds the administrative shortfall from the Federal government for the Housing Choice Voucher Program. In 2005, HUD decreased the amount of administrative support provided to the Housing Authority to administer the Housing Choice Voucher Program. The Housing Authority requests funding from the Village to cover the federal shortfall in order to maintain the high level of supportive services to Voucher households. The Village has been funding the administrative shortfall in most years since that time. Without the additional local assistance, the Housing Authority may be forced to turn over the administration of the Voucher program to the Cook County Housing Authority. The Cook County Housing Authority is unlikely to share the same commitment of the Housing Authority...
