Overview

Unanticipated additional items on the ongoing 18-1 Water and Sewer Main Improvement Project will result in the final contract value being over the awarded amount.  These items generally include temporary pavements to winterize the roadway, various changes to the design due to unknown conditions, and work for installing a fire hydrant and water service at the District House site.  These various changes total approximately $100,000 and adjust the previously approved contract amount of $2,277,689 to $2,377,689.

There are available funds for this change order in the Water and Sewer Fund, Public Works - Water, Water Distribution, Capital Improvements, for water main replacement, account no. 5040-43730-777-570707 which has $792,805 available to fund the $81,699 portion of the change order.

 

The FY2018 Budget includes $50,000 in funds in the Capital Improvement Fund, Public Works - Engineering, Streetscaping, account no. 3095-43780-101-570959 for the District House Site to be used to fund $18,301 of the proposed change order since this was work associated with the Village’s obligations for work at the District House site per the Redevelopment Agreement

 

Background

The 18-1 Water and Sewer Main Improvement Project is currently ongoing and is wrapping up for the season.  Work will resume in the late winter or spring of 2019 depending on weather.  The project includes replacing the water and sewer mains on Clarence Avenue from Roosevelt Road to Harvard Street and the installation of a relief sewer on Berkshire Street from Grove to Linden Avenues. 

 

Unanticipated items during construction of the project will require an amendment to increase the value of the construction contract.  These items generally include various changes in the design of the underground water and sewer pipes due to unforeseen conditions, temporary pavements to winterize the road, and work at the District House site for installing new a fire hydrant and water service for an irrigation system.  The changes amount to approximately $100,000.   

 

A variety of changes to the original design of the project for the water and sewer mains were needed due to unforeseen conditions which could not be determined until the contractor started work and exposed the existing pipes.  These changes include modifications to the connection to the sewer at Grove and Berkshire due to the shape and condition of the existing brick sewer, exploration trenches to expose various water and sewer crossings, and time for replacing a 14” water main which couldn’t be shutdown to perform the work.  These individual changes were authorized during construction since the work was required and the roadways were excavated at the time.    

 

Due to delays in receiving MWRD permits and delays due to changes in the design of the water and sewer mains due to unforeseen conditions work on Berkshire could not be completed prior to winter and temporary pavements to cap the trenches needed to be installed in order to open the roads and make them safe.  The underground sewer portion of the job is complete and the work for replacing the street pavements and curbs will be done in the spring of 2019.   The change for installing temporary pavements was authorized during construction in order to reopen the roads for the winter and to make them safe.  

 

Cerniglia installed a new fire hydrant and water service for the Village’s irrigation system at the District House development site.  This work was required per the Redevelopment Agreement but it was originally anticipated that the developer would complete this work and the Village would reimburse the costs.  The developer was not able to complete this work and staff authorized the contractor to complete this work in order to avoid delays in the sidewalk closures and streetscaping work at the District House site. 

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.
