A Motion to Concur with the Staff Recommendations and Approve the 2019 Citizen Commission Work Plans as Amended

Overview

Overview

Every year the staff liaisons for each Citizen Commission present to the Village Board a proposed work plan for the upcoming year.  The Commissions create these work plans as part of their regular meetings typically in the late summer or fall prior to the new year and as the Village Board is having their budget meetings for the next fiscal year.

Body

Staff Recommendation

Staff confirms that the recommended work plans from each Commission is in compliance with each Commission’s enabling ordinance as well as in keeping with Village Board direction.   There are three work plans for which staff is recommending modifications and those modifications are noted in strike-through format in the attached applicable work plans.

Environment and Energy:  Staff has removed the item related to a request for light pollution research as the Village Board received a report from the Chief Building Official on this issue earlier this year.  If the Village Board requests additional information on this subject, staff would recommend adding this to the Building Codes Advisory Commission (BCAC) work plan as the staff report (and original resident complaint) refers to lighting standards in the Village Code.

Housing Programs Advisory Committee (HPAC):  Staff has removed the Commission’s request to research Inclusionary Zoning since the Village Board has already referred this to staff and the report back to the Village Board is pending.

Transportation Commission:  Staff has removed the following: (1) the review of the Madison Street Road Diet since the project is already awarded and underway; (2) a review of parking permit fees is not in its enabling ordinance and is a staff function; (3) a review of “fast charging” stations for electric vehicles is not in its enabling ordinance and is a staff function;  (4) a review of strategies to improve stop sign compliance as staff does not have the funds in the current FY19 budget to do this research/capture this data (expensive are typically the installation of cameras and sensors at intersections) and typically the remedy is increased patrol enforcement personnel; and (5) develop criteria determine which roadway capital improvement projects they should review as this direction comes direct from the Village Board as needed.  However, staff notes that even with these revisions, the Commission still has a number of projects remaining on the work plan.

Fiscal Impact

Historically the Village budget sets aside a sum of money for all Commissions to share.  Each work plan also identifies costs associated with each potential work plan item.  This year’s FY 19 budget for all of the Commissions in total is $25,000.  The staff liaison to each Commission is responsible for managing any purchases or contracts that may be related to a Commission work plan item and following the same purchasing requirements as other village expenses.

Background

This is an annual agenda item in which each Commission creates a work plan in accordance with their enabling ordinance and submits the draft for Village Board review.  Approved work plans are then posted on the Village website and are used to establish the monthly meeting agendas.

Alternatives

Staff recommends approving the work plans as amended.  If the Village Board wants to consider adding back in any of the removed items, a subsequent meeting can be scheduled.
