Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

On May 7, 2018 the Village Board referred to the Board of Health a request to review  Chapter 8 (“Business Licensing”), Article 6 (“Comprehensive Regulation of Tobacco Products”) of the Oak Pak Village Code as it relates to the regulation of electronic cigarettes, vaping and specifically the popular e-cigarette produced by JUUL Labs which has been criticized for its appeal to children and teenagers.  The Board of Health has completed their review and are submitting their recommendations regarding the use of E-Cigarettes among youth.

The Health Director is recommending that the Village Board accept the motion.

 

The Health Department can support most of the recommendations made by the Board of Health.  The Health Department received $20,000 through the Illinois Tobacco Free Community (ITFC) grant (July 1, 2018 - June 30, 2019) and this funding can help support staff time to work on vaping/e-cigarette research, education and to make progress in reducing e-cigarette use amongst Oak Park adolescents.  Board of Health recommendations will be used as a resource when developing a strategy moving forward.

 

Note also that the Health Department has previously educated tobacco retailers on tobacco 21 by distributing an educational booklet with information on the Village’s Tobacco 21 ordinance language and meeting each retailer individually.  The Health Department can enhance/update the Tobacco 21 outreach to tobacco retailers in the coming year to educate the tobacco retailers on current and/or future ordinance provisions specific to vaping products/e-cigarettes.

 

Fiscal Impact

Several of the Board of Health recommendations, if initiated by the Village, would likely require additional staff time and/or supporting funds to support those recommendations.  The Public Health Department does have Tobacco-Free Illinois grant funds available to provide funding to help support positive initiatives regarding e-cigarettes and other tobacco education and legislation.

 

Background

On May 7, 2018 the Village Board referred to the Board of Health a Request for Review of Chapter 8 (“Business Licensing”), Article 6 (“Comprehensive Regulation of Tobacco Products”) of the Oak Pak Village Code as it relates to the regulation of electronic cigarettes, vaping and specifically the popular e-cigarette produced by JUUL Labs which has been criticized for its appeal to children and teenagers.  The Board of Health completed their review and are submitting their recommendations regarding the use of E-Cigarettes amoung youth.  Those recommendations are attached to this agenda item.

 

At the May 22 Board of Health Meeting Public Health Director Mike Charley introduced the Village Board’s referral of this item.  The Board of Health had some preliminary discussion at the meeting, continuing this item to the next scheduled Board of Health meeting.

 

At the June 26 Board of Health meeting the Board of Health further discussed this agenda item.  The members agreed that they needed additional time to conduct research on this item and continued the item to the next scheduled Board of Health meeting.

 

At the August 28 Board of Health meeting the Board of Health had a thorough discussion on this item.  Board of Health Chair Florence Miller communicated that she would take into consideration all the discussion and research completed to-date to draft a recommendation for the Village Board.  The draft recommendation would be reviewed at the next scheduled Board of Health meeting.

 

At the September 25 Board of Health meeting Chair Florence Miller distributed her draft report with recommendations from the Oak Park Board of Health regarding the use of e-cigarettes among youth.  Board of Health members recommended specific modifications to the document.  Chair Florence Miller communicated she would complete the final draft and have it ready for approval at the next scheduled Board of Health Meeting.

 

At the October 23 Board of Health meeting Chair Florence Miller presented the final draft of the recommendations on e-cigarettes to the Board of Health members.  The Board of Health members voted unanimously to forward the document back to the Village Board for their review.

 

The final Board of Health approved document titled “Report and Recommendations from the Oak Park Board of Health Commission The Use of E-Cigarettes Among Youth” is attached.  In summary the report contains a Background, Review of Data and Recommendations.
