Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview

As part of the FY 2019 Budget conversation, the Village Board requested that the Disability Access Commission review the accessibility options specifically related to the elevator at the southwest Lombard entrance to Village Hall and the vertical platform lift for Council Chambers and make a recommendation to the Village Board.  A decision on this project has been on-going since 2016. In 2016, the Village Board asked staff to not use the funds budgeted   to repair the lift at the Village Hall, and instead, conduct a fesability study for adding elevators at Village Hall to improve public access to the building.  The Village Board also asked the  Historic Preservation Commission to provide feedback on the options for an elevator presented in the feasibility study.  These reports were completed in 2017. A copy of both reports are attached to this item.

Fiscal Impact

In the recommended FY 19 Capital Improvement Plan/Building Improvements Fund,  staff budgeted  $800,000 in 2019 and $925,000 in 2020 for both a new permanent elevator and  anticipated modifications to the south entrance as a result of the elevator, including possible modifications to the revolving door (all subject to a more firm price after a bid process).   

 

During the final budget disucssions in December, the Village Board agreed to push back the issue for another year ($800,000 was moved to 2020 and $925,000 to 2021) and instead fund  $20,000 in FY 19 for alternate ideas/studies.  The Village Board also referred the issue to the Disability Access Commission for feedback.   During the FY 20 budget meetings, staff anticipates this issue to be reviewed again.

 

Background

In 2016 as part of the CIP discussion, the Village Board asked staff to review the fesability of elevators at Village Hall in lieu of spending the funds on fixing the lift.  The report was finished in January 2017 and the Village Board also sought input from the Historic Preservation Commission.  Since 2016, staff has set aside funds for this issue but no final decision of the Village Board was confirmed to date.

 

As part of the 2019 Village budget, funds were recommended to install an elevator to the northeast side of Village Hall to replace the vertical platform lift near the Council Chambers (see Fiscal Impact above). The Village Board requested that the Disability Access Commission review the request and provide a recommendation to the Village Board if there is a need to replace the this vertical platform lift to Council Chambers or if the existing vertical platform lift and elevator at the southwest Lombard entrance of the building meets the accessibility needs for persons with mobility related disabilities.
