Overview
The 2018 Funding Grant Agrement for Services between the Village of Oak Park and the Oak Park Area Arts Council (OPAAC), including a scope of services and performance measurement, is presented for the Village Board's review and approval. The OPAAC has undertaken the duties of the Village's Public Art Advisory Commission.

Fiscal Impact
The contract amount of $212,000.00 (#1001.46260.233.585652, .585653, .585654 and .585655) is included in the Contractual Services 2019 Development Customer Services Budget and the Capital Budget.
Background
The Oak Park Area Arts Council was founded in 1974 by local artists as the Civic Arts Council of Oak Park. It became a non-profit agency in 1976. The mission of the Oak Park Area Arts Council is to celebrate, support and promote artists and art organizations in Oak Park, River Forest and Forest Park. The mission is achieved by raising funds for the arts and by advocating for policies that promote art and enhance the social, economic and cultural foundations of the communities the organization serves.
The 2016 service agreement calls for OPAAC to do the following: 1.) Assume the duties of the Oak Park Public Arts Advisory Commission; 2.) Administer the Arts Funds Grant Program supporting local artists and arts organizations; 3.) Produce and distribute and E-Art Newsletter; 4.) Promote public art through the administration of a mini-mural program and the Off the Wall program; 5.) Act as a resource for the local arts community; and 6.) Develop a community-wide strategic plan for the arts.
The OPAAC is recognized as an important community based initiative which, in partnership with other community based initiatives, contributes to the health and economic vitality of Oak Park. As part of the Funding Services Agreement, the OPAAC Board will include the Village Manager, or her designee, and two additional board members, to be appointed by the Village President and approved by the Board of Trustees.
As part of the 2019 budget process, the Village Board requested that the OPAAC Board review a request to eliminate the sculpture walk from their budget request. The OPAAC Board met and concurred with the Village Board’s suggestion to eliminate the sculpture walk. The OPAAC concurs with the $30,000 reduction in their original budget request and believes that they will be able to find more cost effective programmatic alternatives within the adjusted grant award.

Previous Board Action
On May 3, 2016, the Reinventing Government Committee reviewed the recommendation to proceed with consolidation of the Public Arts Advisory Commission with the Oak Park Area Arts Council contract.
On December 3, 2018, the Village Board requested the OPAAC to review its budget request to eliminate the sculpture walk.
