Background
The Public Safety Employees Benefits Act (“PSEBA”), 820 ILCS 320/1 et seq., is a state law which allows firefighters and police officers who are catastrophically injured and unable to return to work to apply for health insurance benefits for themselves and their dependents while they are off work. The Illinois Municipal League developed a detailed model ordinance for municiplaities to adopt that sets forth administrative procedures for assessing and determining claims under the PSEBA beyond what is provided in the state law. The Village adopted the model ordinance as Village Ordinance Number 18-401. The Village Board has determined to rescind and repeal Ordinance Number 18-401 and delete the provisions adopted pursuant to that Ordinance from the Village Code.
